The real perpetrators of Lockerbie bombing still to be brought to book

[This is the headline over a letter by Rev Dr John Cameron published on the website of the Belfast Telegraph on 1 December 2020. It reads as follows:]

In 1994 Nelson Mandela offered South Africa as a neutral venue for the Pan Am atrocity trial, but this was turned down by John Major.

His offer was also rejected by Tony Blair at the 1997 Commonwealth heads of government meeting in Edinburgh.

In words that still haunt our judiciary, Mandela warned “no one nation should be complainant, prosecutor and judge” in the Lockerbie case.

A life-long friend, the late Graham Cox, was Sheriff Principal of South Strathclyde, Dumfries and Galloway when Fhimah and Megrahi were arrested.

They appeared before him on April 6, 1999 at a makeshift Scottish court at Kamp Van Zeist in Holland.

In spite of his suspicion that the prosecution had arrested the wrong men, this court appearance starting off the subsequent legal proceedings.

Cox had no doubt the bombing resulted from the shooting down of Iran Air 655 by the USS Vincennes in July 1988, or that the Iranians recruited the PFLP-General Command.

Later, when Mandela asked the Kirk to intervene in a “serious miscarriage of justice”, Cox pointed me to the unsafe forensics, the unlikely use of a long-range timer and the fact that the bomb entered the system at Heathrow.

My report for the Kirk was used by Al Jazeera in a documentary which left no doubt of Megrahi’s innocence. [RB: Dr Cameron's report and the Al Jazeera documentary are referred to here, at the text accompanying footnote 46.]

Sadly, Cox warned against any hope that the verdict might be reversed.

Lord Fraser, then our senior law officer, had admitted the key witness Tony Gauci wasn’t “the full shilling”, had been paid $3m by the US and that the trial was a farce, but “nobody wants this can of worms opened”.

Who made the bomb? The full truth about Lockerbie is still not being told

[This is the headline over a long report by David Horovitz published today on the website of The Times of Israel. It reads in part:]

Megrahi went to his grave protesting his innocence, and his family continues to fight to clear his name. This week, Scotland’s highest criminal court is hearing his relatives’ latest appeal against his conviction, after an independent review determined that he might have been the victim of a miscarriage of justice. Among other flaws, the defense is highlighting that the Maltese shopkeeper who identified Megrahi as the man who purchased the incriminating clothing in the suitcase, and whose evidence has always been controversial, was paid for his testimony, a fact that was not disclosed to the defense in the original trial.

I have followed the Lockerbie case since the time of the bombing, when I was working for The Jerusalem Post as its London correspondent, and when I happened to see material in the early stages of the investigation that pointed not to Col. Gaddafi’s Libya, but rather to Iran and the Palestinian terrorist organization PFLP-GC — the Popular Front for the Liberation of Palestine-General Command. Earlier in 1988, the US Navy’s guided-missile cruiser USS Vincennes had shot down an Iran Air Airbus in the Persian Gulf, killing all 290 passengers and crew, in a tragic case of mistaken identity. The US said it had misidentified the civilian airliner as a fighter jet. Iran had promised to avenge the deaths. Ayatollah Khomeini had vowed that the skies would “rain blood.” (...)

Just weeks before the Lockerbie blast, four devices strikingly similar to the one that would soon be utilized to such devastating effect on Flight 103 had been found in the possession of PFLP-GC members arrested in a Frankfurt suburb. That PFLP-GC cell was reported at the time to have been planning to blow up planes heading to the US and Israel. Its bombs, like those the PFLP-GC had used in the past, and like the Lockerbie device, were detonated by a barometric pressure device and timer, activated when a plane reaches a certain altitude. A fifth bomb in the Frankfurt cell’s possession was said to have disappeared; this was presumed to be the device that blew up Flight 103.

The Lockerbie investigators were initially following these leads; then they shifted their focus to Libya. In 2003, Gaddafi accepted responsibility for the bombing — though he denied ordering it — and paid compensation to the victims’ families, in accordance with UN demands for the lifting of sanctions on his country.

Almost seven years ago, a colleague of mine at The Times of Israel noticed that a man named Marwan Khreesat, a Jordanian national, maintained an Arabic-language Facebook page in which he had taken to posting pictures of the Lockerbie bombing. Khreesat was the PFLP-GC’s bombmaker-in-chief, the alleged maker of those barometric-pressure devices. He was one of those who was arrested by the German authorities in Frankfurt, only to be inexplicably released soon afterward. Now he was promising to reveal the truth about Lockerbie — to “write about Pan Am 103,” including “who was on the flight and the circumstances of the incident.”

In his posts, Khreesat also connected himself to the bombing of an El Al plane from Rome to Tel Aviv in 1972, describing that attack as “a challenge to the Israeli intelligence agents who are responsible for searching luggage and everything that goes on a plane.” The 1972 El Al bomb — another barometric-pressure device — had been hidden in a record player that two British women were duped into carrying by two Arab men who were later arrested. Although the bomb exploded, the pilot was able to make an emergency landing. “It was a successful blow against the Israeli enemy,” Khreesat wrote in a March 14, 2014, Facebook post, in which he also described spending time with PFLP-GC chief Ahmed Jibril in Rome as they waited for the attack to unfold.

In several 2013-4 Facebook posts relating to Lockerbie, Khreesat recalled his arrest two months before the bombing. He posted pictures of the destroyed cockpit of the 747 after the explosion, the painstakingly reconstructed parts of the plane wreckage, and a radio-cassette recorder like the one that held the bomb. He also asked a series of unanswered questions about the attack. “Who did the operation?” he mused in a post on the 25th anniversary of the blast. “Israel? Iran? Libya? Who carried the Toshiba explosive device [in which the bomb was hidden]?… Did the explosive device come from Malta airport like the American intelligence agencies say?… When will these riddles be solved.”

This week’s appeal by the Megrahi family was green-lighted by the Scottish Criminal Cases Review Commission in part because of “nondisclosure” of evidence to the defense team in the original trial. Some of that documentary evidence is widely reported to have been provided by Jordan’s late King Hussein and to not only to implicate the PFLP-GC in the Lockerbie atrocity, but to specify that Marwan Khreesat built the bomb.

On Friday, however, the head of the Scottish judiciary, Lord Carloway, ruled that the documents must still be withheld on the grounds of national security. Accepting a secrecy order signed by British Foreign Secretary Dominic Rabb [sic], Carloway explained, “[Rabb’s] clear view is [that the release of the documentation] would cause real harm to the national security of the UK because it would damage counter-terrorism liaison and intelligence gathering between the UK and other states… The documents had been provided in confidence to the government. Their disclosure would reduce the willingness of the state, which produced the documents, to confide information and to co-operate with the UK.”

All manner of conspiracy theories surround the Lockerbie bombing, some of which do not rule out the involvement of Libya and Megrahi, most of which revolve around the fact that nobody has been prosecuted for making the bomb, and many of which focus on the PFLP-GC and Marwan Khreesat.

Over the years, I’ve had the opportunity to raise the question of the Lockerbie bombing with several former Israeli intelligence figures, who were in office at the time of the bombing and well aware of the activities of the PFLP-GC at the time. Two of them insisted without elaboration that “Libya did it” and brushed away further questions. A third, by contrast, told me it was “clear that Jibril prepared the operation.”

Israel was “listening in” on the PFLP-GC during the months prior to Lockerbie, he said, and hearing about preparations for what “we thought was a plan to target an Israeli plane.” There was a “huge alert” in the Israeli security establishment because of indications that the PFLP-GC was about to strike, this source went on. “We told the British and the Americans what we knew, which was that there was an intention to hit an Israeli plane… We didn’t warn about a British or an American plane because we didn’t know that,” he said.

The new appeal hearing is expected to continue until Friday, with a ruling at a later date. “It is submitted in this case that no reasonable jury, properly directed, could have returned the verdict that it did, namely the conviction of Mr Megrahi,” the defense lawyer Claire Mitchell told the judges on Tuesday. But that argument will be harder to make without those “Jordanian” documents, which the defense has said are central to the appeal. If his relatives fail to have Megrahi’s conviction overturned, their allegation of a miscarriage of justice will linger.

Marwan Khreesat died in 2016.

His Facebook page is still online.

But he never did tell the truth about Lockerbie.

Pan Am 103 Lockerbie bombing: Fresh appeal launched to clear Megrahi

Relatives ... of Abdelbaset Ali Mohmed al-Megrahi have won the right to posthumously appeal his 2001 conviction for murder following a decision by the Scottish Criminal Case Review Commission (SCCRC). (...)

The Lockerbie attack came only six months after an Iranair Airbus, IR655, was shot down in an unprovoked act of mass murder, by the US missile cruiser, the USS Vincennes. In that instance 290 passengers and crew were killed. At the time, most commentary and media coverage assumed that the Lockerbie atrocity was an act of revenge.

From the outset, however, it was apparent there was some level of foreknowledge or complicity on behalf of the US and British intelligence services. Warnings of an attack on Pan Am flights had been issued. PA103, flying just before Christmas, was half empty because of cancellations. On the crash site in Scotland, numerous reports emerged of unrecorded activity by the FBI, items of wreckage being removed under armed guard, and luggage interfered with.

In 1990, UK citizen Martin Cadman, whose son Bill was killed on the flight, attended a briefing at the US Embassy for relatives of victims of the attack. Cadman was, without prompting, told by an unnamed member of the US President’s Commission on Aviation Security and Terrorism, “Your government and ours know exactly what happened and they are never going to tell.”

By 1991, around the time the Iranian government declared its neutrality during the US Desert Storm war on Iraq, the British and US authorities shifted responsibility for Lockerbie to Libya.

Pinning the blame on Libya served to isolate and pressure the government of Colonel Muammar Gaddafi and provided a pretext for punitive economic sanctions, which undermined the North African country’s oil-based economy.

Magrahi’s trial, at Camp Zeist in the Netherlands, was held under Scots law as part of a deal brokered by South African leader Nelson Mandela between the British and Libyan governments. Its purpose was to allow some veneer of legal process on the rapprochement between the two countries, as Gaddafi abandoned his former radical posturing and US and British imperialism eyed the country’s oil resources.

The trial, however, revealed extraordinary inconsistencies in the Scottish Crown Office case. Not least was that there was no proof that Megrahi, a former Libyan intelligence officer, had ever loaded a comparable suitcase in Luqa airport in Malta, no proof that any unaccompanied suitcase had travelled from Malta via Frankfurt to Heathrow, to be loaded onto PA103, and no explanation of how Luqa airport’s rigorous security was overcome.

Nevertheless, Magrahi was convicted and sentenced to 20 years imprisonment, later increased to 27.

In another of countless inconsistencies, Megrahi’s co-accused, Llamen Fhimah was set free. For his part, Gaddafi duly offered compensation to the attack’s victims without accepting Libyan responsibility. [RB: Libya accepted "responsibility for the actions of its officials" and nothing more.]

Megrahi had an initial appeal rejected in 2002, but the passage of time has only increased the perception that he was the victim of a politically motivated frame-up and show trial.

In 2007, the SCCRC authorised another appeal, reporting there was “no reasonable basis” to place Megrahi in Malta where he had been identified as allegedly purchasing clothing identified as being in a suitcase containing the bomb. However, in 2009 Megrahi, in prison in Greenock, was diagnosed with terminal cancer. He was allowed to return to Libya following an understanding reached with the Scottish government that his appeal should be dropped. Megrahi died in 2012, still protesting his innocence.

In 2011, 10 years after the trial, US, French and British imperialism launched a bloody neo-colonial war to overthrow Gaddafi. It ended with Gaddafi being hunted down and butchered. The country was pitched into a catastrophic civil war, which continues to this day.

This latest appeal was launched by Megrahi’s family and [supported by] the Justice for Megrahi (JFM) campaign. This includes relatives of several victims of the disaster such as Dr Jim Swire, who has steadfastly campaigned for the truth around his 23-year-old daughter’s murder on PA103.

JFM members include Robert Black, a lawyer and one of the architects of the original Camp Zeist trial. Another member is former police superintendent Iain McKie, whose daughter Shirley was the subject of a debacle which, in the end, discredited the Scottish Criminal Records Office entire finger-printing methodology. Shirley McKie was charged with perjury before finally being exonerated and compensated.

A SCCRC press statement reported grounds for allowing the new appeal. Referring to the identification of Megrahi as the purchaser of clothing in the bomb suitcase by Maltese shopkeeper Tony Gauci, the SCCRC concluded that “a miscarriage of justice may have occurred because no reasonable trial court, relying on the evidence led at trial, could have held the case against Mr Megrahi was proved beyond reasonable doubt.”

The SCCRC statement found that the Crown failed to “disclose a statement and a police report” confirming that Gauci had photographs of Megrahi in his possession before he identified him. This “deprived Mr Megrahi a real chance of an acquittal.” The commission also found that “reward money to be paid to Mr Gauci under a scheme administered by the US Department of State” meant that “Mr Megrahi was denied a fair trial.”

Gauci was coached by the Scottish police and bribed by the US government—$2 million was eventually said to have been handed over.

The SCCRC rejected further grounds for appeal relating to:

The date on which Megrahi was identified as having been in Gauci’s shop in Malta

* Evidence emerged of the date at which Christmas lights were switched on in Sliema, Malta and which contradicts the prosecution claim that Megrahi made the purchases. Yet, the SCCRC “decided that the fresh evidence in question is not likely to have assisted Mr. Megrahi’s cause.” In a repeated theme, the SCCRC’s pointed to the fact that Megrahi’s defence team “chose not to lead it in connection with his appeal in 2002.”

The metallurgical characteristics of circuit board fragment PT/35(b)

* This fragment was claimed to be part of an MST-13 timer constructed by MEBO AG of Switzerland. The fragment appeared late in the investigation with records of its discovery apparently altered. PT/35(b)’s significance in the case against Megrahi is that it implicated the Libyan government, which had purchased 20 such timers.

Evidence emerged, and was available early in the investigation, to confirm that the MST-13 circuit board fragment could not have been part of the batch of timers sold to Libya, as the board’s soldering had different characteristics from control samples provided by MEBO. When this was made available to Megrahi’s original defence team, they again, for reasons unclear, declined to use it.

The SCCRC nevertheless found that “the decision by the defence team to proceed without investigating the metallurgy issue did not mean that Mr. Megrahi’s defence was not presented to the court.”

Suitcase ingestion at Heathrow

* This is most damaging to the entire case against Megrahi and was clearly explained in the 2013 book Adequately Explained by Stupidity? by JFM member, Dr Morag Kerr.

Kerr makes a detailed and methodical examination of the recorded progress of all items of luggage through Luqa, Frankfurt and Heathrow airports, their position in the luggage container AVE4041 at Heathrow airport, and their subsequent condition and location when discovered on the hills around Lockerbie. Her conclusion is that the bomb suitcase, a Samsonite Silhouette 400, was introduced in London prior to a feeder flight, PA 103A, arriving from Frankfurt carrying any luggage from Malta.

Kerr makes clear that, despite the vast and complex investigation, this suitcase has no known provenance and its owner has never been identified. It was noticed by several airline staff prior to and during transfer to PA 103. It appeared the day after a highly unusual break-in to the Heathrow luggage storage area adjacent to where AVE4041 was loaded.

The SCCRC agreed that “If accepted, this would fatally undermine the Crown case,” but claimed the allegation lacked information highlighted by Operation Sandwood—a four-year police inquiry into allegations of police criminality during the Lockerbie investigation made by JFM.

This counterclaim is not substantiated. Operation Sandwood concluded in 2018 that “no criminality” had been found. Its report has not been published, nor the basis of its findings released.

Learning of the news of the appeal being allowed, Megrahi’s youngest son, Ali, told The Times “If the world discovers the identity of the true bomber, it will have to accept that it was not my father. Those who lost their loved ones deserve to know the truth, who was responsible and why it happened.”

"All the evidence points to Iran, including the words of its own president"

[The following is excerpted from an article by Marcello Mega headlined Bereaved father: Rouhani tweet is Lockerbie admission in today's edition of The Sunday Times:]

More than 31 years after his daughter was murdered in the Lockerbie bombing, Dr Jim Swire has condemned Police Scotland and the Crown Office for refusing to investigate a “confession” tweeted by Iran’s president.

Hassan Rouhani used his Twitter account last week to warn the West: “Never threaten the Iranian nation.”

He also referred to the 290 people killed on an Iran Air flight on July 3, 1988, less than six months before the Lockerbie bombing, when IR655 was shot down over the Gulf by a US warship, USS Vincennes.

At the time, Iran warned that the skies would run with the blood of Americans.

Investigators were building a case against Iran for most of the first year of the investigation into the Lockerbie bombing, which claimed the lives of 270 people. But changes in the region’s geopolitical relations with the West coincided with a shift in focus to Libya, and the late Abdelbaset al-Megrahi, a Libyan agent, remains the only person convicted of the bombing.

Swire and some other relatives of the Lockerbie victims have never accepted Libya’s guilt, and Megrahi’s own family currently has a Scottish lawyer pursuing a posthumous appeal through the Scottish Criminal Cases Review Commission.

After the US air strike that killed Iranian military commander General Qasem Soleimani earlier this month, Donald Trump stoked tensions by referring to 52 further potential targets in Iran. Rouhani responded: “Those who refer to the number 52 should also remember the number 290.”

Swire said last night: “It’s been 31 years. There has been claim and counterclaim, but never before has anyone come this close to confessing responsibility.

“Of course, those who want to maintain the farce that Libya was responsible will suggest other explanations, but there are none.

“The president of Iran is saying that they avenged the deaths of the 290 killed on IR655. There is no other incident, no act of aggression by Iran, that could explain that claim, only Lockerbie.”

Police Scotland and the Crown Office maintained that all ongoing investigations were still directed at Libya, provoking Swire’s anger.

Swire said: “I am now 83 and my chances of seeing justice done for Flora and the 269 others who died diminish with every year that passes.

“I used to believe in Scottish justice. I promised Megrahi and Libya that he would have a fair trial under Scots law and I regret that very much because he was convicted on no basis in fact.

“It was a show trial, and they are now continuing the farce by concentrating on Libya when all the evidence points to Iran, including the words of its own president.”

He was also highly critical of the outcome of Operation Sandwood in which a high-level team of Police Scotland investigators spent years probing allegations made by pressure group Justice for Megrahi that prosecutors, police officers and crown experts had committed criminal acts during Megrahi’s trial.

To ensure independence from the crown, police took direction from an independent advocate — who has never been identified — and concluded in 2018 that there had been no criminality.

A Crown Office spokesman said: “This is a live inquiry and Scottish prosecutors have a number of strands of investigation which are producing intelligence and information supportive of the original trial court’s finding.” (...)

Rouhani did not reply to a tweet asking whether his tweet was a confession to the Lockerbie bombing. Nor did the Iranian embassy in London respond.

Dr Jim Swire, whose daughter Flora was one of the 270 people who perished, believes Iran has come close to confessing to the bombing in a cryptic tweet.

We don’t know if Dr Swire is correct or not in his claims.

But it’s vital the ongoing inquiry into the bombing gives all leads proper consideration.

Dr Swire — and the other relatives — deserve no less.

Libya got the blame, but many in US and UK intelligence believe Iran gave the instructions

[What follows is excerpted from a long article by John Simpson in today's edition of The Mail on Sunday:]

Following the assassination of General Qasem Soleimani in the early hours of Friday morning – personally ordered by President Trump from his Florida holiday home, Mar-a-Lago – retribution is now a major priority for Iran’s leaders and their forces. And, as my Iranian friend implied, they have plenty of options. There are only two requirements: whatever action they take should satisfy Iran’s instinctive desire for vengeance, yet it should not be so blatant that it provokes the United States into an all-out war. (...)

There is a huge variety of alternative strategies. Iran has often staged cyber-attacks against Western targets, with some success; but although cutting American power supplies or the flow of information might be briefly satisfying to Iran’s leaders, it won’t have the element of personal revenge they want. As in the past, Iran can use proxy groups to attack international shipping in the Gulf. But Western intelligence and tactics have improved recently, and this may not be as effective as in the past. (...)

An eye for an eye has always been the approach of the clerics who control the government of the Islamic Republic. (...)

On July 3, 1988, the USS Vincennes, a new guided missile cruiser, was on patrol in the Gulf at a time of greatly heightened tension between Iran and the US. It found itself involved in a shoot-out with a group of apparently hostile Iranian gunboats. While the firing was still going on, an Airbus A300 of Iran Air took off from Bandar Abbas, a civil as well as military airport on the Gulf coast of Iran, and flew south towards the Vincennes.

As a result of a catastrophic technical mistake, the defensive systems on the Vincennes identified the Airbus as a military jet coming in to attack. Vincennes fired two radar-guided missiles at it, bringing it down with the loss of all 290 people on board.

By chance, a television team was filming on the bridge of the Vincennes that morning. The cameraman captured the delight of the crew when they thought they had shot down a hostile fighter, and the change to horror when it became clear what had really happened.

William Rogers, the captain of USS Vincennes who gave the order to fire the missiles, was cleared by a board of inquiry, but Iran believes to this day that the destruction of the Airbus was deliberate, and its leaders announced that they would avenge it.

Almost six months later, on December 21, a small group of Libyan terrorists associated with Iran’s close ally Syria planted a bomb on an American PanAm airliner. It blew up over Lockerbie, killing 270 people altogether. 

Colonel Gaddafi’s Libya got the blame, but many people in the American and British intelligence community believe that Iran gave the original instructions for the attack, to avenge the shooting down of the Airbus. (...) 
[RB: While many believe that Iran commissioned the destruction of Pan Am 103, no-one that I'm aware of has ever suggested that Abdelbaset Megrahi or Lamin Fhimah were members of "a small group of Libyan terrorists associated with Iran's close ally Syria" nor is there any evidence that such a group existed. If Iran was the instigator, the evidence points to the actual perpetrators being Ahmed Jibril's PFLP-GC and there is no evidence of any Libyan link to that group.]

Iran’s religious leaders believe their authority and the reputation of Iran now depend on getting specific retribution for President Trump’s ordering of the assassination of General Soleimani and his companions.

Iran's "cold, calculated revenge"

[What follows is a brief excerpt from an article by Martin Jay published today in Middle East Online about the American assassination of Iranian General Qasem Soleimani yesterday in Baghdad:]

In the morning of 3rd of January millions of people in the West woke up to the news that an Iranian general named Qasem Soleimani had been assassinated by an American strike in Baghdad. But very few of them, if any, will understand just how colossal a move the decision by Trump is and what the payback will be.

By far, this strike is way bigger than anything Trump has done so far in the region (...)

In fact, one could argue that even America’s downing of an Iranian airliner in July 1988 in the straits of Hormuz – a military blunder by a commander of an aircraft carrier who believed that an Iranian airliner was a fighter jet descending – also cannot even compare. Given that the decision to shoot down the civilian airliner was a genuine military misjudgement it is worth noting what Iran’s response was: cold, calculated revenge against an American airliner, Pan Am flight 103 just six months later three days before Christmas, packed full of Americans, including military.

Iran’s revenge will be equally calculated, but much more than merely Lockerbie. It’s hard not to underestimate how powerful and how respected Soleimani was to the Iranians – and how feared by his enemies. (...)

Trump’s decision to give the assassination the green light – in preference for a military strike against pro-Iranian Iraqi units which were apparently planning attacks against US forces there – has taken the threat of a war to a higher level and should be seen more rationally as yet another chapter in the war with Iran, since 1979. But an important one. The war has now shifted from proxy to direct which indicate that despite all the reports to the contrary, Trump is indeed ready for a real hands-on war in the region with Iran.

[RB: It is interesting and instructive that the author of this article -- a very experienced commentator on the middle-eastern scene -- regards the destruction of Pan Am 103 as unquestionably an act of revenge by Iran for the downing of Iran Air 655 by the USS Vincennes. This was also the view of the US Central Intelligence Agency, as noted in this paragraph from a report posted on 3 January 2020 on the website of The Guardian:]

US intelligence certainly believes Hezbollah was behind the bombing of an Israeli-Argentinian cultural centre in Buenos Aires in 1994, and the bombing of a bus full of Israeli tourists in Burgas, Bulgaria, in 2012. The CIA was also convinced that Iran was involved in the bombing of Pan Am flight 103 over Lockerbie in 1988, in reprisal for the accidental downing of an Iranian airliner, Iran Air 655, five months earlier.

Far from a final answer

[On the occasion Syracuse University's annual Week of Remembrance for its 35 students who died in the Pan Am 103 tragedy, the website of central New York State's Spectrum News has published a long article on the Lockerbie disaster. The following are excerpts:]

Soon after the bombing, police and military fanned out on foot. They’d eventually scour hundreds of square miles.

It was the largest murder investigation in British history. In the end, it all came down to a piece of evidence so tiny it would fit on a fingertip.

After initially focusing on a possible Iranian connection, more attention was turning to Libya and its leader, Moamar Qaddafi. The pattern of Libyan action and US response had been building throughout the 1980s.

In 1989, investigators in Scotland discovered some clothing fragments. Embedded in them was a tiny piece of what had been a circuit board commanding a timer that set off the explosion aboard Pan Am 103. It was a brand of timer sold to Libya.

Forensics experts traced the clothing to a shop in the island nation of Malta. The owner of the shop identified the man who had purchased the clothes. He turned out to be a low-level operative in Libyan intelligence named Abdel Basset al-Megrahi.

A second Libyan charged was Khalifa Fhima, a former official of Libyan airlines at Malta’s Luqa Airport. (...)

It took years and tough United Nations sanctions, but Libya’s government eventually handed over al-Megrahi and Fhima for an unusual trial.

“I wanted to kill them. If I could have gone and sat there with an Uzi, I would have shot them dead on the spot,” said Susan Cohen, the mother of a Flight 103 victim. “No regrets, even if I got shot for it. And you want to know something? I still feel the same way.”

When the final verdict came 12 years after the bombing, the three-judge Scottish panel found al-Megrahi guilty and acquitted Fhima. Al-Megrahi would be handed a life sentence in Scottish prison. (...)

In 2015, the BBC reported that the Scottish government had named two new suspects, both reportedly behind bars in Libya at the time. Abdullah al-Senussi is the former Libyan intelligence chief under Gaddafi. Mohammed Abouajela Masud is a suspected bomb maker. Tracking them has been a challenge. (...)

But not everyone is convinced they’re on the right trail. Over the years, an entirely different theory has emerged about whom, and which country, were responsible.

In July 1988, a US warship came under attack by Iranian gunboats in the Persian Gulf. In the midst of the confrontation, the crew aboard the USS Vincennes spotted what it believed to be an approaching Iranian fighter jet closing in on their position. The US response was lethal.

It wasn’t long before the Vincennes crew realized they had made a tragic mistake. It was not an Iranian fighter jet, but an Iranian passenger jet — with 290 people onboard.

There was a quick promise of Iranian revenge.

In the months to come, intelligence agencies would report a series of meetings, organized by a leading Iranian government radical named Ali Akbar Mohtashami-Pur. Among those in attendance was Ahmed Jibril, leader of a splinter Palestinian group known as the Popular Front for the Liberation of Palestine-General Command (PFLP-GC). Jibril was a close ally of Syrian President Hafez Assad.

Jibril's deputy was Hafez Dalkamoni, a man being closely watched by German police. Police knew of a plot to bomb aircraft flying out of Frankfurt. When they made their move, Dalkamoni and several others were arrested. Weapons were found, including a bomb hidden in a radio cassette player. There were indications that five bombs were produced. Only four are recovered.

A man with close ties to the PLFP-GC was Mohammed Abu Talb. Talb had visited Frankfurt and was later spotted in Malta, shortly before the Lockerbie bombing. At his home, police later found a calendar with the date — December 21, 1988 — circled.

Did Iran pay the PFLP-GC to exact its revenge? An airliner for airliner? (...)

The man who headed the Scottish side of the case against Libya says it’s possible the Libyan agents, knowing of the Frankfurt arrests, may have used details of that plot to cover their own moves, including housing the bomb in a Toshiba cassette player.

Relatives of those who died in Lockerbie sense that the case against the two Libyans was far from a final answer.

Iran Air flight 655 and scenario fulfilment

[What follows is excerpted from an article by Ann Wright published yesterday in Consortium News:]

The Iranian military shot down a US spy drone last week, bringing the two countries to the brink of war.

Iran said the drone was over Iranian airspace (...)

The US says the drone, a $22 million RQ-4A Global Hawk, was in international airspace.  

But why should one believe the US with its history of lying?  

Remember back to 1988, during the Iran-Iraq war, when the USS Vincennes, a guided missile cruiser, shot down Iran Air Flight 655 with all 290 people on board including 66 children.  The regularly scheduled passenger flight was over Iran’s territorial waters in the Persian Gulf on the routine flight path shortly after taking off from Bandar Abbas heading on the 28-minute flight to Dubai.  Its transponder was signaling it was a civilian aircraft.

The US warship was in Iranian territorial waters after one of its helicopters drew warning shots from Iranian speedboats that were guarding Iranian waterways.

Yet, the US maintained that it was correct in shooting down a civilian aircraft that it said the crew thought was a military aircraft.  It took years before the US offered recompense through the International Court of Justice. 

When a group of us were on a citizens’ peace delegation to Iran in February we visited the Tehran Peace Museum. We knew from previous trips that the wound of the destruction of Iran Air Flight 655 was still raw.  This time we presented the director of the peace museum with a book made by a member of our delegation with the names of all of those killed on Flight 655, along with our apologies.

In a 2000 BBC documentary titled The Other Lockerbie, and in an MIT study  of the Flight 655 shoot-down, US government officials stated in a written answer that they believed the shoot down of Iran Air 655 may have been caused by a simultaneous psychological condition among the 18 bridge crew of Vincennes, called “scenario fulfillment,” which is said to occur when people are under pressure. US officials said that in such a situation, the crew will carry out a training scenario, believing it to be reality while ignoring sensory information that contradicts the scenario. In the case of this incident, the training scenario was an attack by a lone military aircraft when in fact, in reality, the aircraft was a civilian passenger plane on a regularly scheduled flight.

Let’s hope Bolton and Pompeo’s “scenario fulfillment” does not lead the White House to further military confrontation, much less an attack on Iran.

UK should remember prelude to Lockerbie bombing before joining any US attack on Iran

[This is the headline over an article by Kenny MacAskill in today's edition of The Scotsman. It reads in part:]

The USA is ramping up for war on Iran and the UK’s slavishly following, with memories of Iraq all too distant in the minds of some.

Shooting down a US military drone seems arguably legitimate, given the incursion into Iranian territory – and by a giant war machine, not an adult toy.

Besides, given past form of America in the area, it’s hugely suspicious. The prelude to the Lockerbie bombing after all was the shooting down of an Iranian airliner by the USS Vincennes in July 1988. (...)

But the solution in Iran isn’t to wage war but support moderate reform. President Hassan Rouhani and others need encouraged, not disparaged. Iran’s president is a graduate of Glasgow Caley and, by all account, a Scottophile [sic]. Disparaging Iran will only driving people into the arms of the Mullahs.

Change is wanted in Iran by young people, who just want a better life and a bit of fun.

America should back off and the UK should stop supinely supporting them.

[RB: Kenny MacAskill had already made it clear that he did not believe that Abdelbaset Megrahi was responsible for placing the bomb on Pan Am 103: MacAskill: I’ve never believed Megrahi to be the bomber. Now he goes further and seems to accept that the trigger for the atrocity was not Ronald Reagan's 1986 bombing of Tripoli and Benghazi but the shooting down of Iran Air flight 655 in July 1988 by USS Vincennes. In other words, it was an Iranian revenge attack, not a Libyan.]

Thatcher warned US of reprisals years before Lockerbie bombing

Margaret Thatcher privately begged President Reagan two years before the Lockerbie bombing not to attack Libya, warning it would unleash a bloody “cycle of revenge and counter-revenge”.

In 1986 Britain took the controversial decision to allow the US to use RAF bases to launch a raid on Colonel Gaddafi’s regime. However, secret documents newly released and placed in the National Archives in Kew, show the prime minister was deeply troubled by the plan and outlined her concerns in a series of frank “Dear Ron” letters.

Pan Am Flight 103 was blown up over Lockerbie in 1988 and Abdul Baset Ali al-Megrahi, a Libyan national, was convicted for the atrocity in 2001.

It was confirmed yesterday that prosecutors from Scotland had interviewed five retired Stasi agents in Germany over their possible involvement in the bombing, which killed 270 people, including 190 US and 43 UK citizens. Investigators do not believe al-Megrahi acted alone, while campaigners insist he was the victim of a miscarriage of justice. According to reports in Germany, the ex-agents were in their 70s and 80s, and were interviewed over the past nine months.

Days before ordering airstrikes against Libya, which led to the deaths of more than 70 people in April 1986, the US president requested assistance from his ally. He confirmed it was a response to an attack on a nightclub used by US servicemen, writing: “Because the evidence we have on direct Libyan involvement in the Berlin bombing is so convincing, and our information on their future plans is so threatening, I have reluctantly taken the decision to use US forces to exact a response.”

Thatcher responded: “Dear Ron . . . as you know my instinct is always to stand beside the United States, but what you say in your message causes me very considerable anxiety. My worry is that this risks getting us into a cycle of revenge and counter-revenge in which many more innocent lives will be lost.

“Given all we know of Gaddafi’s nature, a military attack on Libya seems all too likely to lead him to step up terrorist attacks against civilian targets, resulting in the death of more innocent victims — some of them yours and some of them mine.” Referring to the conflict in Northern Ireland, she added: “I have to live with the border between Northern Ireland and the Republic across which terrorists come daily. We have lost 2,500 of our people in the last ten years, but we have never crossed that border to exact revenge.”

Reagan appealed to her sense of loyalty, writing: “You should not underestimate the profound effect on the American people if our actions to put a halt to these crimes continue to receive only lukewarm support, or no support at all, from our closest allies whom we have committed ourselves to defend.”

She responded: “You can count on our unqualified support for action directed against specific Libyan targets demonstrably involved in the conduct and support of terrorist activities.”

US F-111 jets launched raids on Tripoli and Benghazi from RAF bases in Suffolk and Oxfordshire. The actions caused an international outcry.

[RB: If Libya was responsible for Lockerbie, President Reagan's 1986 attack on Tripoli and Benghazi is normally regarded as supplying the motivation. The competing view, of course, is that Pan Am 103 was destroyed by the PFLP-GC at the instigation of Iran in revenge for the shooting down of Iran Air flight 655 by the USS Vincennes on 3 July 1988.]

Outrage before Lockerbie

[This is the heading over a letter from Lizanne MacKenzie published in today's edition of The Herald. It reads as follows:]

Whenever there is any coverage of the terrible events which happened in Lockerbie 30 years ago – and there has been a great deal of late – I am dismayed that there is no reference to what took place six months previously. On July 3, 1988, Iran Air Flight 655 was shot down, as it flew out of Tehran, by the USS Vincennes. In all, 290 people were killed, including 66 children. Two years later, the commander of the Vincennes was awarded the Legion of Merit "for exceptionally meritorious conduct in the performance of outstanding service".

Subsequent attempts to cover up the facts about what happened in that incident are shaming. Vice-President George H W Bush said on the campaign trail: "I will never apologise for the United States – I don't care what the facts are."

I write, not to detract from the Lockerbie crime, but to question why we make no connection between these two outrages – one all but forgotten by us in the West – surely, they are connected?

There are good reasons to believe that the conviction of Megrahi was a shameful miscarriage of justice

[What follows is excerpted from an article by Kim Sengupta published today on the website of the Belfast Telegraph (and a week ago behind a paywall on the website of The Independent):]

Abdelbaset al-Megrahi lay in his bed attached to a drip, on red sheets stained by dark splashes of blood he had coughed up. An oxygen mask covered his skeletal face; his body twitched as he drifted in and out of consciousness. He was in the advanced stages of cancer: medicine he desperately needed had been plundered by looters; the doctors who had been treating him had fled.

This was in Tripoli in the winter of 2011, in the turmoil of Libya's civil war and the chaotic aftermath of the fall of Muammar Gaddafi. It was a time of great violence. A dozen bodies were piled up beside a roundabout a half-mile from where I had seen Megrahi lie slowly dying. They were corpses of black men, lynched by the rebels because they were supposedly mercenaries fighting for the regime. In reality, they were victims of a xenophobia against African migrants which had accompanied the uprising.

Megrahi himself had been convicted of a dreadful massacre; of being responsible for 270 deaths on December 21, 1988, when Pan Am Flight 103 blew up over the town of Lockerbie in Scotland. A bomb - 12 ounces of Semtex in a Toshiba radio-cassette player - had been secreted in the luggage of the plane carrying passengers to the US, many returning home for Christmas.

After spending eight years in Scottish prisons following his conviction, Megrahi had been returned to Libya on compassionate grounds following a diagnosis of prostate cancer. After a few months in prison in Tripoli, unable to walk and bedridden, he was allowed to return to his family home.

There was vengeful anger expressed by some in Britain, and more so in the US, at Megrahi's return to Libya. He had faked his illness, it was claimed, and even if that was not the case, he had escaped justice by not actually dying in a cell.

The charge of subterfuge was reinforced by the perception that his release was part of the many dodgy deals between Tony Blair's government and Colonel Gaddafi's regime.

Yet there are good reasons to believe that the conviction of Megrahi was a shameful miscarriage of justice and that, as a result, the real perpetrators of one of the worst acts of terrorism in recent history remained free. That certainly was the view of many, including international jurists, intelligence officers, journalists who followed the case, and members of bereaved families.

Among the latter group was Jim Swire, who lost his daughter, Flora, in the bombing. Dr Swire, a man of integrity and compassion, who became a spokesman for UK Families 103, stressed that "the scandal around Megrahi is not that a sick man was released, but that he was even convicted in the first place. All I have ever wanted to see is that the people who murdered my daughter are brought to justice".

Megrahi died in May 2012, a few months after I had seen him. Yet a campaign Dr Swire had helped set up, Justice for Megrahi, continues to help the Libyan's family to seek a new appeal against the sentence in their efforts to posthumously clear his name.

Certainly, the chronology of the original investigation into the bombing is strange, raising serious questions about the official narrative.

Soon after the downing of the Pan Am flight, American and British security officials began laying the blame on an Iran-Syria axis. The suggested scenario was that Tehran had taken out a contract in revenge for the destruction of an Iranian civilian airliner (Iran Air Flight 655), which had been shot down by missiles fired from an American warship (the USS Vincennes) a few months earlier.

The theory went that the contract had been taken up by the PFLP-GC (Popular Front for the Liberation of Palestine-General Command), which specialised in such operations.

The blame switched to Libya - which was then very much a pariah state - around the time Iran and Syria joined the US-led coalition against Saddam Hussein in the first Gulf war.

Robert Baer, the former American intelligence officer and author, was among those who held that an Iranian-sponsored hit was the only plausible explanation for the attack. This was the firm belief held "to a man", he stated, by his former colleagues in the CIA.

After years of wrangling, Megrahi, the former head of security at Libyan Airlines and allegedly a Libyan intelligence officer, was finally extradited in 1999 - along with another man named as a suspect over the bombing, Lamin Khalifa Fhimah, also allegedly employed by Libyan intelligence. (...)

I covered their trial at Camp Zeist in the Netherlands, which took place in a specially constituted court, with a panel of Scottish judges but without a jury, under Scots law. The two men were effectively charged with joint enterprise - conspiracy - yet only Megrahi was found guilty. (...)

The prosecution evidence was circumstantial, details of the bomb timer on the plane were contradictory, and the testimony of a key witness, a Maltese shopkeeper, was extremely shaky under cross-examination.

Five years on from the trial, the former Lord Advocate, Lord Fraser of Carmville, who had been responsible for initiating the Lockerbie prosecution, famously described the witness, Tony Gauci, as "an apple short of a picnic" and "not quite the full shilling".

The performance and evidence of a supposedly prime CIA intelligence asset, Abdul Majid Giaka, codenamed Puzzle Piece, who turned up in a Shirley Bassey wig, was widely viewed as risible. It emerged later that important evidence had not been passed on to the defence lawyers. Ulrich Lumpert, an engineer who testified to the validity of a key piece of evidence, admitted later in an affidavit of lying to the court.

The observer for the UN at the trial severely criticised the verdict, as did many lawyers. Robert Black, a law professor born in Lockerbie, who played an important role in organising the Camp Zeist proceedings, later became convinced that a great injustice had taken place. (...)

Fr Patrick Keegans had just been appointed as parish priest in Lockerbie and was looking forward to his first Christmas there at the time of the crash. His tireless work with the traumatised community drew wide praise and is remembered with gratitude.

He reflected: "For those of us who experienced Lockerbie, the story will never come to an end. Lockerbie lives with us, we are part of Lockerbie and Lockerbie is part of us... the horror, the tragedy, the sadness, the grief, the support and the love that was shown - all of that stays with us."

Fr Keegans, who is now retired, joined the Justice for Megrahi campaign after meeting the convicted man's family and is now backing the call for a fresh appeal.

"I can't live with myself being silent," he explained, "when I'm truly convinced that this man has been unjustly convicted. Lockerbie is an unfinished story as far as the legal aspects are concerned."

Megrahi died at his home in Tripoli, still protesting his innocence. He thanked Dr Jim Swire and others who had believed in him.

In his final days, he said: "I pray for all those who died every day. I shall be meeting my God soon, but the truth will come out.

"I really hope the truth of what really happened will come out one day."

The truth behind bomb that took down Pan Am 103 over Lockerbie remains a 30-year mystery

Thirty years ago this week, Pan Am Flight 103 was torn apart by an explosion as it cruised 31,000 feet above the Scottish Lowlands, 38 minutes after it departed London’s Heathrow Airport. The shattered Boeing 747, named Clipper Maid of the Seas, was bound for New York but never made its destination, falling in flames around the bucolic town of Lockerbie. (...)

Once it was obvious that nobody survived the crash, the biggest investigation in British history commenced, painstakingly locating and cataloguing over four million pieces of wreckage—including thousands of body parts—spread over 850 square miles of the Scottish countryside. Within a week of the disaster, investigators discovered traces of explosive, revealing that the Lockerbie crash was no accident.

A bomb took down the 747, and FBI analysis revealed that the huge airliner was destroyed by less than a pound of plastic explosive, specifically Semtex from Czechoslovakia, packed in a Samsonite suitcase stowed in the plane’s forward left luggage container. The improvised explosive device was hidden in a Toshiba radio cassette player and was detonated by a barometric sensor designed to detect altitude.

This revelation set off alarm bells, since less than two months before the attack, German police rolled up a terrorist cell near Frankfurt—where Pam Am 103’s transatlantic trip originated—that was building bombs, specifically a Semtex bomb hidden inside a Toshiba radio cassette player. The cell belonged to the Popular Front for the Liberation of Palestine—General Command, a radical Arab group headed by Ahmed Jibril, a former Syrian army officer. Western intelligence considered the PFLP-GC to be little more than an extension of Syria’s security services.

Moreover, the October 1988 arrests bagged a top PFLP-GC official, plus the Jordanian national Marwan Khreesat, a veteran bomb-maker who is believed to have played a part in an unsolved terrorist attack in 1970 that took down a Swissair jetliner, killing 47 people. Before long, Khreesat was released from custody, apparently because he was an informant for Jordanian intelligence.

German police seized four bombs from the PFLP-GC’s Frankfurt cell, but a fifth IED went missing. Western intelligence agencies assumed that may have been the device that took down Pam Am 103. Neither was it difficult to ascertain a motive for the attack. Only months before, on July 3, the cruiser USS Vincennes, on station in the Persian Gulf, shot down an Iran Air Airbus, killing all 290 aboard, 66 of them children. It was a terrible accident, but hotheads in Tehran promised revenge. Had they gotten it in the skies over Scotland?

That was hardly a far-fetched idea. In the 1980s, Iranian-backed terrorists left a trail of bombings across the Middle East and beyond, several of which killed large numbers of Americans. Not to mention that the Syrian regime was friendly with the mullahs in Tehran, and outsourcing Iran’s vengeance for the downed Airbus to the PFLP-GC seemed plausible to seasoned Middle East-watchers.

That was the conclusion of US intelligence, particularly when the National Security Agency provided top-secret electronic intercepts which demonstrated that Tehran had commissioned the PFLP-GC to down Pan Am 103, reportedly for a $10 million fee. One veteran NSA analyst told me years later that his counterterrorism team “had no doubt” of Iranian culpability. Bob Baer, the veteran CIA officer, has stated that his agency believed just as unanimously that Tehran was behind the bombing. Within a year of the attack, our Intelligence Community assessed confidently that Lockerbie was an Iranian operation executed by Syrian cut-outs, and that take was shared by several allies with solid Middle Eastern insights, including Israeli intelligence.

American spies were therefore profoundly shocked in November 1991 when the American and British governments indicted two Libyans for the bombing. It took nine years for a trial to commence, since Libya was reluctant to hand over its nationals, and it began in May 2000 in the Netherlands, although the proceedings took place under Scottish law. In January 2001, only one of the defendants, Abdelbaset el-Megrahi, reported to be a Libyan intelligence officer, was convicted on 270 murder charges.

Megrahi professed his innocence and he was sent back to his native country in the summer of 2009 on compassionate grounds since he had terminal prostate cancer. He died in May 2012, not long after Libya’s revolution felled his former boss, dictator Muammar Gaddafi. In 2003, as part of his effort to curry Western favor, Gaddafi admitted responsibility for the Lockerbie attack and paid compensation to victims’ families, but he never conceded that he ordered the bombing. [RB: Libya did not admit "responsibility for the Lockerbie attack" -- it accepted "responsibility for the actions of its officials". The full text of the relevant document can be read here.] 

Libya, too, perpetrated a rash of terrorist attacks in the 1980s, and some of them killed Americans, so it was never implausible that Lockerbie was executed by Libyan intelligence. Indeed, U.S. intelligence never excluded the possibility that Libyan spies played some role in the attack. Such multinational collaboration in terrorism happens in the real world, with spies employing foreign terrorists, sometimes from multiple groups, as cut-outs. However, the evidence for Megrahi as the lead Lockerbie terrorist was never especially firm, and the case has weakened over time, as stories have changed.

While Libyan intelligence veterans have claimed that Gaddafi was behind Lockerbie, Iranian intelligence veterans have just as adamantly pointed the finger at Tehran. Revealingly, Jim Swire, an English doctor who lost his daughter on Pam Am 103, has devoted the last three decades to Lockerbie victims’ advocacy, becoming over time a vehement defender of the late Megrahi, believing the Libyan was a patsy. Like all sides in this mystery, Swire has assembled a convincing, if ultimately circumstantial, case for his theory of the crime.

The number of people who know the truth about Lockerbie is dwindling as time takes its toll. It is troubling that what U.S. intelligence confidently believed about the attack never translated into judicial or political action. The atrocity that took place over Scotland 30 years ago remains the deadliest terror attack on American civilians except for 9/11. In 2014, Marwan Khreesat was living freely in Jordan, posting pictures on Facebook of the blown-apart Pam Am 103 and a replica of the bomb which took her down. He died two years ago and Khreesat’s daughter recently told the media that her father left behind proof that he was responsible for Lockerbie due to his “deal with Iran.” Time is running out to let the public know what really happened to Clipper Maid of the Seas and 270 innocent people.

Lockerbie suspect now living in US suburb slams 'complete lie' he planted bomb

The man suspected of planting the Lockerbie bomb has been tracked down by the Daily Mirror.

Once allegedly identified as Abu Elias, the Syria-born US citizen lives a normal life under a different name in a suburban town outside Washington DC.

Questioned by the Mirror, he said it was a “complete lie” that he played any role in the worst terror attack in Britain which killed 270 people 30 years ago.

He hit out after former Cold War spy Douglas Boyd named him as the prime suspect and argued Libyan Abdelbaset al-Megrahi – the only person to be convicted – was a fall guy.

And it comes after the Mirror’s world exclusive yesterday with stunning claims from the daughter of a senior Jordanian militant.

She said before his death two years ago, Marwan Khreesat told his family his old terror group the Popular Front for the ­Liberation of ­Palestine – General Command carried out the attack.

He claimed its chief Ahmed Jibril was paid millions of pounds by Iran, which wanted revenge for 290 deaths when a US warship shot down an Iranian passenger jet months earlier.

Author Boyd, in his recent book Lockerbie: The Truth, claims it was Jibril’s nephew Elias who most likely broke into the Pan Am baggage store at Heathrow to plant the device on Flight 103.

The Palestine Liberation Organisation and, previously, the CIA have also named Elias as a prime suspect.

Terror cell member Mobdi Goben also claimed Elias was guilty in a deathbed confession.

But the suspect, who lives just 20 miles from the ­Lockerbie Cairn Memorial at Washington, told the Daily Mirror he was innocent.

Asked if he was ever known as Abu Elias, he replied: “No. I have been subject to more than 90 hours of investigation from Scotland Yard and the FBI, and they are through with me.

“The FBI did their ­homework. They know me very well. They have a big thick file on me.”

He later admitted the identity he now lives under was not his birth name.

But he added: “I’m not the nephew to no one. The bit you are talking about is full of f***ing lies. It’s a bloody lie.”

Author Boyd wrote in his book: “Megrahi was convicted on a tissue of lies. Little of the evidence against him can be taken at face value.

“It is a story of incompetence, vengeance, political expediency and then a cover-up orchestrated from the highest levels in London and in ­Washington – where the real bomber is said to live today, under cover of a witness protection scheme.” (...)

Many believed some of the evidence [against Megrahi] was weak. He was identified as buying clothes in Malta that were later found in the Lockerbie luggage. Megrahi died at home in 2012 from prostate cancer, aged 60, having been released from a Scottish prison on compassionate grounds three years previously.

It is believed he planned to reveal Elias’ new identity in a bid to clear his own name.

However, two weeks after being freed to return to Tripoli, SNP politician Christine Grahame used Scottish Parliamentary privilege to identify the man she said was Elias.

She said at the time: “Why were there no criminal prosecutions following the shooting down of the Iranian Airbus by the USS Vincennes in 1988, five months before Pan Am Flight 103 exploded over Lockerbie?

“Was there a contract issued by the Iranian authorities to the PFLP-GC to take revenge for the death of 290 Iranian pilgrims, 60 of whom were children, by bringing down an ­­American plane bringing its pilgrims home for Christmas?

“Why have the US authorities not queried the true identity of [name withheld] alias Abu Elias, a senior figure in the PFLP-GC at the time of the bombing and nephew of Ahmed Jibril, former head of that terrorist organisation?”

We asked the suspect where he was on December 21, 1988 – the day of the bombing. He replied: “I was in the United States. The FBI saw my journal they know I was in South West Washington DC handling my job.” (...)

Speaking to the Daily Mirror, SNP politician Ms Grahame said: “These various discoveries that you have made builds further on the case that it was, as many of us believe, Iran that was responsible for the ­Lockerbie bombing and that Megrahi was the fall guy. Libya took the rap for various international reasons.” (...)

[The Megrahi family's] lawyer Aamer Anwar said this week: “Many believe that Megrahi was the victim of a miscarriage of justice and the finger of blame has long been pointed in the direction of Iran.”
