UK and US call for surrender of accused Libyans

On 27 November 1991 the Governments of the United Kingdom and the United States each issued a statement calling upon the Libyan Government to hand over the two Libyans accused of the Lockerbie bombing to either the Scottish or the American authorities for trial, to disclose all that it knows of the crime, and to pay appropriate compensation.  Requests for the extradition of the suspects had been transmitted to the Government of Libya by diplomatic channels. The same UN document reproduces the full announcement of the charges which was made by the Lord Advocate, Peter Fraser QC, on 14 November 1991 (Annex I) and a statement made by the Foreign Secretary, Douglas Hurd, in the House of Commons on the same date (Annex II).
