Justice officials to meet US senate team over Lockerbie

[This is the headline over a report on the BBC News website. It reads in part:]

US senate officials investigating the release of the Lockerbie bomber are to hold talks with the Scottish government in Edinburgh on Thursday.

The team, representing Senator Robert Menendez, will meet Scottish justice officials. (...)

Opposition members of the Scottish Parliament will also meet with the American delegation.

The investigators are preparing a report for the US senate's foreign relations committee which is due to hold a hearing on Capitol Hill later this month.

It launched an inquiry amid claims - denied by the Scottish and UK governments - that Megrahi's release was linked to an oil deal.

[This report, for some reason best known to the BBC (unlike the report on the BBC News Arabic website) does not mention that the Scottish Government has refused to allow the investigators to interview ministers; and that the UK Government has declined to allow either ministers or civil servants to meet them. The investigators are Andrew Gounardes, legislative aide for investigations to Senator Menendez, and legislative counsel Hal Connolly.]

    MEBO brings shortly the proof that the improvised explosive device (IED) "Bomb Bag" by 100%, on 21 December 1988, not in Malta via Frankfurt, but in the airport London Heathrow (LHR), was smuggled in on PanAm flight PA-103

    The Bag no. B-8849, was not a inter-line "Bomb-Bag" from Air Malta flight KM-180, but a normal on-line Bag transfer from flight
    PA-643--to PA-103/B) and was escorted with passenger no.134,
    Ms. Wagenführ W. and was checking out at Airport Heathrow.

    MEBO information:
    John Hubbard, a PanAm pilot testified to FAA and BKA that he personlally put 2 bags on at belt in Berlin TXL, and received only one when he got home to Seattle USA; both were "Samsonite" bags an both had rush tags on them.
    The 2 bag was unacommpanied and was routed first from Berlin on PanAm flight PA-637 to Frankfurt, PA-107 to London-Heathrow, and with PA-123 to Seattle USA.
    The flight PA-637 came too late to FRA and the flights for the two bags were changed on flight PA-103/B to London Heathrow, and with PA-103 London LHR via NewYork JFK to Seattle.

    A copy of a notepad, by mistake later scrapped, from Mr. Douglas Roxburgh, a police officer for Dumfries & Galloway Constabulatory next described the procedure for storing and inventorying crucial items retrieved from the ground in Lockerbie...
    From container AVE-4041-PA the following informations:

    1) 1 Bag was found from PanAm pilot John Hubbard with a "rush
    tag" on it. It was found in Lockerbie and it was before in the
    luggage container which contained the bomb bag (AVE 4041-PA)but had *no blast damage !
    Hubbert travelled to Lockerbie and identified this bag.

    MEBO information: *That support the fact that the "Bomb Bag" was not inside the container AVE 4041 PA, but between the airplanes wall and the container, Place distance 27cm.

    2) Other bags also identified as having come from AVE 4041 PA
    container and recovered at Lockerbie included one bag of Ms.
    Susan Costa, and one bag belonging to Adolf Weinacker. Neither of these persons were passengers, and it appears that were both
    "rush tag" bags.
    Mr. Francis Boyer also had a bag in AVE 4041-PA which was recovered, Ms. Patricia Mary Coyle had 2 bags, one of which was in the same container, and Ms.Karen Noonan had checked in 3 bags, 1 of which was in the same container AVE 4041-PA. Mr. Thomas E. Walker had 2 suitcases in Container AVE 4041-PA.
    All this Baggage was transported before with fligt PA-103/B from
    Frankfurt to London LHR.

    A---I was aware that they operated there, yes.
    Q---And you were aware that this comprised members of the British Intelligence Services and of certain foreign intelligence services?
    A--- I was never involved directly in it, so I'm afraid I can't answer that.------
    Q--- During the course of your duties at Lockerbie, did you have to attend management meetings with the chief constable?
    A--- Yes, I did.
    Q--- And do you recollect raising, at one of the earliest management meetings, your concern that agencies other than the police were dealing with property at the site of the disaster, and expressed

    MEBO information:
    From the load list of PanAm flight PA-103 in London/Heathrow became evident that *1 Bag was too much loaded !
    This Bag belonged to Mr.*Basura, a passenger who got drunk at the Heathrow airport and missed his plane...
    The remaining Baggage was corresponding with the load list, these must includet the "Bomb-Bag" !

    Since he was clear that only 1 pieces of two "Samsonite" suitcase from pilot John Hubbard was loaded on PA-103 at Heathrow, confirmed that the second Bag was exchanged with the "Bomb Bag" in Heathrow and was loaded on PA-103!

    Mysterious: Among other things the Baggage load list from flight PA-103 was after the information of the 'Monstrosity' destroyed !
    Crown witness 566, Cmmissioner Hans Jürgen Fuhl of the German Bundeskriminal Amt (BKA) in his Crown precognition:
    He commendet that other organisations who were investigating the bombing had taken some of the documentation before the BKA could get their hands on it. He also noted that PanAm had apparently instructed staff at Heathrow to destroy documents !

  7. @CJM: Edwin Bollier meant to say "Basuta". This is from the Wikipedia article on Pan Am Flight 103:

    "Jaswant Basuta, an Indian national, was checked in for Pan Am Flight 103, but arrived at the boarding gate too late. Having attended a family wedding in Belfast, Basuta was returning to New York where the 47-year old car mechanic was about to start a new job. Friends and relatives from nearby Southall came to see him off at the airport terminal, and bought him drinks in the upstairs bar. When "gate closing" flashed on the departure screen, Basuta hurried through security and passport control and sprinted to the departure gate, but the room was empty except for Pan Am ground staff who denied him access to the aircraft.

    "Basuta was initially considered a suspect as his checked baggage had been on the flight without him. After questioning at Heathrow police station, he was released without charge. Twenty years later, in an interview with the BBC, Basuta talked about his narrow escape from death: 'I should have been the 271st victim and I still feel terrible for all the other people who died'."

  8. Wikipedia appears to be in error as refards Mr. Basuta's nationality. He is consistently described in the documents I have seen as a US national. That was a strong factor in the decision to allow the plane to leave the stand without stopping to unload his luggage.

    Auf PanAm 103/B in Frankfurt wurden laut Sicherheits-Report (Police Ref.DW 26) von Kurt Maier, Sicherheitsfirma ALERT, am 21. Dezember 1988, nur folgende 13 inter-line Gepäckstücke mit X-Ray überprüft, welche auf Flug PA-103/B geladen wurden.

    Dieses Baggage kann heute nach Dokumenten zweifelsfrei Passagieren und Flug Nummern zugeordnet werden.
    Ein angeblich vierzehntes (14) Inter-line Bag von AirMalta, Flug KM-180, kann zusätzlich mit diesem starken Beweis nicht dabei gewesen sein und kann deshalb definitiv ausgeschlossen werden !
    Transfer auf PanAm Flight PA-103/B in Frankfurt, total 13 Inter-line Bags, X-Ray kontrolliert zwischen 16:25 - 16:30 Uhr:

  10. @Rolfe: Wikipedia is probably accurate on this occasion.

    I think you will find that Mr Basuta was indeed an Indian national in 1988 but, by residing and working in the States over a 5-year period, he went on to acquire US citizenship through naturalization.

  11. Maybe you could tell me where I'd find that? All the trial says about it is (page 6358)

    "Mr. Basuta was en route to the gate. They then checked out to find out what nationality the gentleman was, and as a consequence, the flight was allowed to depart with the bags on. He was a U.S. citizen, and other questions had been asked, and they were of the opinion that although he was a gate no-show, they had resolved any queries about that particular passenger."

    Obviously that's not incompatible with what you're saying, I'm just curious to know the source.

    Nehmen wir als Beispiel die Abwicklungen der publizierten Drogen-Transporte, welche sich jeweils auf PanAm Flügen von Heathrow nach USA bewährt haben:

    Ein "Drug-Bag", meistens Marke "Samsonite", wurde mit der Fähre von einem Agenten vom Libanon nach Zypern gebracht. Dort wurde mit Hilfe von offiziellen Personen veranlasst, dass der Agent mit seinem begleiteten "Drug-Bag" ohne weitere Kontrolle in das jeweilige Flugzeug eingecheckt wurde um nach London-Heathrow zureisen.
    In Heathrow wurde durch einen Offiziellen die Aktion so gesteuert, dass das "Drug Bag" in einen der letzten zuladenden Container zu liegen kam. Sobald der Container jeweils in der Nähe der Ladelucke seinen Platz eingenommen hatte, wurde von einem Offiziellen das "Drug Bag" aus dem Container entfernt und zwischen der Aussenwand und des Container platziert. (Platz-Distanz 27 cm).
    Diese Abwicklung hatte sich bewährt, weil man bei Ankunft des Flugzeuges in den USA, sofort wusste wo das "Drogen-Bag" zufinden war.

    Mit dieser Abwicklungsart war es durchaus möglich ein "Bomb-Bag" anstelle eines "Drug-Bag" auf PanAm 103 einzuschleusen, die Expertiesen-Ansicht des "Frauninstitut" in Germany wäre somit zutreffend gewesen...

  15. @Rolfe: The only source - apart from Wikipedia - I have for Mr Basuta's Indian nationality is Safia Aoude, who used to run the authoritative PanAm/Lockerbie website (now defunct) for nearly a decade.

    This is what Safia had to say about Mr Basuta:

    "Indian citizen Jaswant Basuta was another lucky passenger - notorious for missing his flights, he missed even this one while drinking beer with his brother-in-law at the airport. Thus he never made it to Pan Am 103 - but his luggage did, and after the crash he was questioned and withheld by British police as a suspect...."

  16. That's hardly authoritative, Patrick. It also declares that Pik Botha "got off the plane".

    Mr. Basuta's US citizenship was specifically relied on by Pan Am as the justification for its manager's decision to allow the plane to leave the stand with his luggage still on board. None of the primary sources where this is discussed make any mention of his having dual citizenship or being naturalised, as far as I can see.
