"The final mysteries of the Lockerbie terrorist attack"

[This is an English version of the headline over a report published today on the website of the Austrian newspaper Kronen Zeitung. The report, translated into English, reads as follows:]

On December 21, 1988, a jumbo jet belonging to the iconic American airline Pan Am crashed into the small Scottish town of Lockerbie after a bomb exploded on board. 270 people lost their lives in a cruel way three days before Christmas. A Libyan was convicted of this terrorist attack, but not least thanks to the work of the Tyrolean university professor Hans Köchler, who critically observed the trial for the UN over 20 years ago, it is now considered very likely that a scandalous miscarriage of judgment was made at the time. The real perpetrator or perpetrators may still be at large. On the 35th anniversary of the attack, a book about this tragedy has now been published for the first time in German. It's called [translation from German] "Pan Am Flight 103: The Lockerbie Tragedy - Christmas Voyage to Death."  It was written by the Austrian aviation photographer and flight expert Patrick Huber. Krone+ publishes excerpts from it and spoke to the author.

The airline Pan American World Airways, better known as Pan Am, which slipped into bankruptcy in 1991 after 64 years of operation, was considered a pioneer of scheduled air travel and an American institution par excellence for decades. Whether New York, San Francisco, Tokyo, Berlin, Frankfurt, Beirut, Johannesburg, Salzburg, Vienna or Sydney - the aircraft with the distinctive blue and white globe and the US flag on the vertical tail were a familiar sight at airports all over the world.

The other side of the coin: as a prominent figurehead of the US, Pan Am was also a ‘popular’ target for terrorists. The worst attack on society occurred 35 years ago, on December 21, 1988, and simultaneously sealed its demise.

On December 21, 1988, a cold, inhospitable Wednesday three days before Christmas, a bomb exploded over Lockerbie at 7:02:50 p.m. in the front cargo hold of a Pan Am jumbo that was at an altitude of around 9,450 meters on the night flight from London Heathrow New York JFK was located. Some of the debris from flight PA103 fell directly into the residential areas of the small Scottish town of Lockerbie. The huge explosion of almost 100,000 kilograms of kerosene when the center part of the fuselage and the wings with the fuel tanks hit the ground set numerous houses on fire in a fraction of a second and ignited a veritable sea of ​​flames in the small community. In addition to the wreckage of the plane, passengers' luggage, freight containers and more than 200 human bodies fell from the dark sky and landed in meadows, in forests, on roofs, in garden hedges, on fences or in the middle of the front gardens of Lockerbie houses.

Inferno on the ground

It took the fire department until the early hours of the morning to put out the fires. Their use was made more difficult, among other things, by the fact that numerous power and telephone lines were destroyed when the plane crashed.

In addition to all 243 passengers and 16 crew members on board the Boeing 747-121 with the illustrious name “Clipper Maid of the Seas” (...) 11 residents also died in the incident. The youngest victim of this disaster was just 2 months old, the oldest was 82 years old. For some of the unfortunate, the flaming inferno left only ashes and charred bones. Since these dead could no longer be identified, their remains were finally buried in a common grave.

While the cause of the crash was quickly determined, it is still not clear who was actually behind the bomb attack. Although the Libyan Abdel Basit Ali al-Megrahi was sentenced to life imprisonment for the terrorist act in 2001, this guilty verdict was met with sharp criticism from both experts and many of the victims' relatives. The Austrian UN trial observer Hans Köchler, for example, immediately spoke of a “miscarriage of justice”. Nevertheless, the convicted man was imprisoned in Great Britain, and an initial appeal was promptly rejected.

Around six and a half years after the guilty verdict, on June 28, 2007, a Scottish commission for the review of criminal convictions, the Scottish Criminal Cases Review Commission (SCCRC), declared that there was a “possible miscarriage of justice” in this case. cannot be ruled out. The widely accepted view is now that Al-Megrahi's conviction represents a miscarriage of justice. The SCCRC therefore authorized Al-Megrahi to bring new legal remedies, which he did.

In 2008, Al-Megrahi, who was still in prison at the time, was unexpectedly diagnosed with cancer. Officially for “humanitarian reasons,” he was offered release in 2009, but only if he withdrew his second appeal beforehand - which the desperate man then did so as not to have to risk dying in a Scottish prison without his To see his children and his wife in freedom once again. Shortly afterwards, the father of five, who was already severely affected by his illness, was actually released and was able to return home to his family in Libya.

Al-Megrahi died there of cancer on May 20, 2012, in the midst of the turmoil of the Libyan civil war - not without first protesting his innocence on his deathbed. He has not yet been legally rehabilitated. 

But if Al-Megrahi actually had nothing to do with the terrorist attack on Pan Am 103 - and there is indeed a lot to be said for his innocence - then who was it? Iran, as numerous indications pointed to? After all, the radical Islamic mullah regime had sworn bloody revenge for the accidental shooting down of an Iranian passenger plane (290 fatalities) by the American warship “USS Vincennes” in the summer of 1988 - six months before the attack on the Pan Am Jumbo. The Palestinians? Syria? Maybe Libya? Or was it ultimately about secret drug shipments from the Middle East to the USA, which were supposedly tolerated by the US authorities out of intelligence interests? There are witness statements that drugs were found at the scene of the accident. In any case, it was noticeable that a number of important politicians, military officials and secret service employees did not board flight PA103 at short notice that day, including the then South African Foreign Minister Pik Botha and his 22-member delegation.

The non-fiction book “Pan Am Flight 103: The Tragedy of Lockerbie - Christmas Voyage to Death” meticulously traces the last flight of the “Clipper Maid of the Seas” and illuminates the biographies of crew members, passengers and residents of Lockerbie down to the smallest detail. The author also focuses on the accident experts' investigations, the work of the judiciary and those people who did not take flight Pan Am 103 or who missed it by lucky coincidence - including the well-known British actress Kim Cattrall ("Police Academy", "Sex and the City”). The technical aspects of the accident are also discussed in detail.

Areas of criminality in the Lockerbie disaster

[I am indebted to the Rev'd John Mosey for allowing me to post these reflections prompted by the thirty-third anniversary of the death of his daughter in the Lockerbie tragedy:]

Having just passed the thirty third anniversary of the murder of our nineteen year old daughter, Helga, when Pan Am Flight 103 was blown out of the sky by a terrorist bomb, I cannot but help consider the complex and muddy pond of events which have dominated such a large portion of our lives.

Along with Dr Jim Swire, I was the only victim’s relative who attended the whole of the trial and both of the appeals. I also attended numerous debates at the Scottish parliament and was partly responsible for presenting the case to the SCCRC. Looking back, it seems clear to me that three serious crimes were committed and possibly several subsidiary criminal acts. The only one that has been dealt with is the making and planting of the bomb which destroyed PA 103 with 270 people on board for which the Libyan, Megrahi, was charged and found, wrongly in the opinion of many, guilty.

As I sat in that court in Holland it became quite clear that two other equally, if not morally worse, serious crimes had been committed for which the perpetrators had not been arraigned. Subsequent revelations and discoveries have massively strengthened that opinion.

The first of the two became clear very early on. Our UK government and the agencies which are set up for the protection of the people had a huge amount of information telling them clearly that this attack was going to happen in the very near future. This included phone calls, intelligence, information from the German government and police (including a photograph). However, they did neither of the two things which they were obliged to do. They made no serious attempt to prevent it or to warn the people (except, perhaps, Pik Botha’s South African delegation?). This amounted to either gross negligence or evil complicity and, certainly, a dereliction of duty. In my opinion they are just as guilty of my daughter’s murder as the bombers; and they were supposed to be on my side!

The second involves the same body, our UK government. By their and the US government’s interference in the availability of evidence in the trial and the appeals they became, in my untutored opinion, guilty of perverting the course of justice. Again, this crime showed itself during the trial but has been more clearly defined by subsequent events. Important documents which could have thrown enormous light on the case were withheld; important information was redacted and the appeals were so set up that they were banned from considering vital new evidence because it had not been led in the trial: the break-in at Heathrow on the night before, the make-up of the timer fragment, the possible bribery of witnesses for example. For this huge crime no-one has been charged.

All of this furtiveness and secrecy clearly indicates that these people have something very dodgy that they wish to hide. This world’s courts may yield to their influences but there is coming a higher court and the truth will be out.

Summary  There are a number of aspects of the “Lockerbie Disaster” which could be regarded as containing, at the very least, morally criminal elements which ought to be looked into.

1. - The “who, how and why’s” of the placing of the bomb on the aircraft.

2. - The total lack of serious security provided by Pan Am.

3. - The failure of the political and intelligence people to heed the many warnings and protect the public. Either gross negligence or complicity.

4. - The decisions to warn some but not others. (South African delegation?)

5. - The switching of blame from Iran/PFLP-GC to Libya.

6. - The constant refusal by the political and legal people to allow any transparency and to manipulate the Scottish legal system to attain this end sometimes by banning certain documents and other evidence.

Pik's Lockerbie mystery

[This is the headline over an article published on 20 October 2018 in South Africa's Saturday Star newspaper by retired Kwazulu-Natal High Court judge Chris Nicholson. The following are excerpts:]

On January 11, 1989 [South African foreign minister Pik] Botha travelled to Stockholm in Sweden with other foreign dignitaries – including UN Secretary-general Javier Pérez de Cuéllar – for the funeral of the UN’S Commissioner for South-west Africa, Bernt Carlsson. Botha was interviewed by Sue Macgregor on BBC Radio 4’s Today programme, and alleged that he and a 22-strong South African delegation, who were booked to fly from London to New York on December 21, 1988, had been targeted by the ANC. However, having been alerted to these ANC plans to kill him, Botha said he managed to outsmart them by taking the earlier Pan Am Flight 101 from Heathrow to JFK Airport, New York.

Despite having the knowledge, the question remains why he did not tell the airline security and alert the other passengers that their deaths were going to follow in a few minutes. Is there any other conclusion but that Botha was happy for them to go to their deaths?

The notion that Botha was warned is bolstered by statements made by Oswald Le Winter, who worked for the CIA from 1968 to 1985, and Tiny Rowland in the 1994 film The Maltese Double Cross. This film was made by Allan Francovich, who later died under suspicious circumstances.

In the film Le Winter quotes Rowland as disclosing that Botha had told him he and 22 South African delegates were going to New York for the Namibian Independence Ratification Ceremony and were all booked on the Pan Am Flight 103. They were given a warning from a source which could not be ignored and changed flights. The source revealed by Le Winter is the SA Bureau for State Security (BOSS), which he claims had close contacts with Israeli intelligence and the CIA.

The grave misgivings of the public about this tragedy persuaded a relative of a victim to write to retired South African MP Colin Eglin of the Democratic Party, asking him to make enquiries on the South African side. On June 5, 1996, Eglin asked Justice Minister Dullah Omar in Parliament if Pik Botha and his entourage “had any plans to travel on this flight (Pan Am Flight 103) or had reservations for this flight; if so, why were the plans changed?” In reply on June 12, 1996, Omar stated he had been informed by Botha that shortly before finalising their booking arrangements for travel from Heathrow to New York, they learnt of an earlier flight from London to New York, namely, Pan Am Flight 101. They were booked and travelled on this flight to New York.

Eglin wrote back on July 18, 1996, and added: “Since then I have done some more informal prodding. This has led me to the person who made the reservations on behalf of the South African foreign minister Pik Botha and his entourage. This person assures me that he and no one else was responsible for the reservations, and the reservation made in South Africa for the South African group was originally made on PA 101, departing London at 11:00 on 21 December 1988. It was never made on PA 103 and consequently was never changed. He made the reservation on PA 101 because it was the most convenient flight connecting with South African Airways Flight SA 234 arriving at Heathrow at 07:20 on 21 December 1988.”

Eglin gave the victim’s family the assurance that he had “every reason to trust the person referred to” as he had been given a copy of “rough working notes and extracts from his personal diary of those days”. In his letter Eglin wrote: “In the circumstances, I have to accept that an assertion that the reservations of the South African group were either made or changed as a result of warnings that might have been received is not correct.”

Could the “rough working notes” and the “personal diary of those days” have been fabricated to save Pik Botha’s skin from a most embarrassing and possibly criminal act? Two years before Eglin asked the questions in Parliament, Botha was contacted by the press and his replies were reported on a Reuters Textline of November 12, 1994, under the heading “South African Minister denies knowing of Lockerbie Bomb”.

The article said: “Former foreign minister Pik Botha denied on Saturday he had been aware in advance of a bomb on board Pan Am Flight 103 which exploded over Lockerbie in Scotland in 1988, killing 270 people. The minister confirmed through his spokesman that he and his party had been booked on the ill-fated airliner but switched flights after arriving early in London from Johannesburg.”

There is further confirmation of the fabrication from other sources. On November 12, 1994, Botha’s spokesperson, Gerrit Pretorius, told Reuters that Botha and 22 South African negotiators, including Defence Minister Magnus Malan and Foreign Affairs director Neil van Heerden, had been booked on Pan Am Flight 103. He said “the flight from Johannesburg arrived early in London and the embassy got us on to an earlier flight. Had we been on Pan Am Flight 103 the impact on South Africa and the region would have been massive. It happened on the eve of the signing of the tripartite agreements,” said Pretorius, referring to pacts signed at the UN headquarters on December 22, 1988, which ended South African and Cuban involvement in Angola, and which led to Namibian independence.

Another statement by Pretorius was in appallingly bad taste: “The minister is flattered by the allegation of near-omniscience.” Pretorius goes on to explain again how the change had come about. “But we… got to London an hour early and the embassy got us on an earlier flight. When we got to JFK (airport) a contemporary of mine said, ‘Thank God you weren’t on 103. It crashed over Lockerbie’.”

There is further confirmation of the change of flight from another spokesperson for Pik Botha. “Had he known of the bomb, no force on Earth would have stopped him from seeing to it that Flight 103 with its deadly cargo would not have left the airport,” his spokesperson Roland Darroll told Reuters after consulting the minister.

Theresa Papenfus has written a hagiography of Botha and his times, which gives a further version of the events of that fateful night. Papenfus says: “A former member of staff related that there had been a hitch in the travel arrangements. The SAA flight took off from Johannesburg for London on 20 December 1988… I was concerned with the travel arrangements to New York. Because Pik preferred Frankfurt Airport to Heathrow, the party was booked on (Pan Am) Flight 103 from Frankfurt via London to New York.”

This conflicts diametrically with the statement that there never was a booking on Flight 103. Papenfus goes on to say: “It was the third scheduled daily transatlantic flight from London to John F Kennedy Airport in New York. But this schedule would have interfered with affairs of the heart. The official had a fiancée in London and he simply had to see her. He arranged for the delegation to take an earlier flight, from Johannesburg to London and then from London to New York.”

The official who changed the bookings was clearly with Botha. Papenfus says: “Once they arrived at New York the official had to attend to the usual administrative duties of ministerial staff. While the ministers were being whisked away from the airport in cars their baggage had to be collected and their passports stamped. Through the glass panels he could see people showing signs of hysteria. Some were crying, others screaming and a few were lying on the ground. ‘Americans!’ he muttered to himself. Then he was told by a member of the secret service that the Boeing on Pan Am Flight 103 had crashed. This was the flight on which the South African delegation had originally been booked.”

Papenfus admits a further intriguing detail: “In response to enquiries the Department of Foreign Affairs initially officially denied that seats had ever been booked for the ministerial party on Pan Am Flight 103. They said that the bookings had been on Flight 101 right from the beginning.” Papenfus concludes: “The tragedy claimed the life of the UN’S Commissioner for South West Africa, Mr Bernt Carlsson of Sweden. He was supposed to have been present at the signing of the agreements.”

The question remains whether he was not the real target of those who put the bomb on Pan Am 103.

An A to Z of Lockerbie “conspiracies”

[What follows is the text of an article published in The Guardian on this date in 1999. Some of the "conspiracies" have since been comprehensively debunked. Others have not:]

Lockerbie conspiracies: from A to Z

A

is for Africa, South
Several pieces of evidence (see H and W) suggest that the authorities knew in advance that the Boeing 747 which blew up over Lockerbie in southern Scotland on December 21 1988 was in danger. The German newspaper Die Zeit claimed that the South African foreign minister, Pik Botha, intended to fly on Pan Am 103 but had been warned off. Mr Botha flew on an earlier flight, Pan Am 101, which, unlike flight 103, had special security checks at Heathrow. No one has been able to definitively confirm or refute the Die Zeit story.

B

is for bomb-maker
The German anti-terror campaign Operation Autumn Leaves (see J, O and P) led to the arrest of bomb-maker Marwan Khreesat weeks before the Lockerbie disaster. Khreesat was released after a few days because of a lack of evidence. In April 1989 further German police raids resulted in the discovery of two more bombs designed by Khreesat specifically to blow up aircraft. Did he make the bomb which was placed on feeder flight Pan Am 103A before it left Frankfurt for Heathrow?

C

is for coffin
Two coach-loads of officials arrived at the disaster scene in the day after the crash. Many were plain-clothed Americans with no obvious affiliation. Among their baggage was a single coffin for which no explanation has ever been given. Labour MP Tam Dalyell later produced evidence indicating that the Americans had "stolen" a body from the wreckage. A local doctor identified and labelled 59 bodies and was then puzzled to find that the Americans had relabelled and tagged only 58 in the area where he had been working.

D

is for drugs
Lockerbie farmer Jim Wilson found a suitcase full of cellophane packets containing white powder among the debris in his fields. The suitcase was taken away, no explanation was given, and the authorities continued to insist that no drugs (apart from a small quantity of cannabis) had been found on the plane. But it was later discovered that the name Mr Wilson saw on the suitcase did not correspond with any of the names on the Pan Am 103 passenger list.

E

is for the Express
Ten days after the Lockerbie disaster, the Daily Express devoted its front page to exposing a Lebanese American called Khaled Jafaar whom it named as the "bomb carrier". The Express's sources were "the FBI and Scotland Yard". The Interfor report (see I) also named Khaled Jafaar as the bomb carrier.

F

is for fiction
It has been argued that talk of the CIA, cover-ups, bombs, timers and Maltese trousers (see M) is just entertaining fiction. Some observers believe that there was no bomb on Pan Am 103 and that explosive decompression or an electrical fault caused the Lockerbie disaster, as they caused other Boeing 747 crashes.

G

is for Garrick
Paul Channon, British Secretary of State for Transport, lunched five journalists at the Garrick Club three months after Lockerbie and told them, off-the-record, that the Lockerbie killers had been identified and would soon be arrested. Yet the two Libyans who came to be the prime suspects were not charged until November 1991. It seems likely that at that time Mr Channon was confident that the Lockerbie bomb was the work of the Palestinians (see P).

H

is for Helsinki
Sixteen days before the disaster, a man rang the US embassy in Helsinki, Finland, and warned of a bomb aboard a Pan Am aircraft flying from Frankfurt to the US. The 1990 US President's Commission report on aviation security said that "thousands of US government employees saw the Helsinki threat". Not a single US worker at the Moscow embassy took flight Pan Am 103 from Frankfurt, a standard and popular route home for Christmas. But the British Department of Transport had told Pan Am in December that British intelligence dismissed the threat as "not real".

I

is for Interfor
A report by Interfor, a New York corporate investigative company hired by Pan Am, suggested that a Palestinian gang (see P) had got the bomb on to the airliner at Frankfurt by exploiting a US intelligence deal (see U). In a bid to free American hostages in Beirut, American intelligence agents had apparently struck a deal with Syrian drug smugglers: in exchange for hostage information, the agents smoothed the Lebanon-US drugs route by relaxing security restrictions and allowing drug luggage to sail through customs. The terrorist gang simply switched the drug luggage for a bomb.

J

is for Ahmed Jibril
Ahmed Jibril was the leader of the Popular Front for the Liberation of Palestine - General Command (PFLP-GC) (see P). He enjoyed the protection of the Syrian government. Intelligence agents reported that Jibril had been assigned by a furious Iran to avenge the shooting down of an Iranian airbus by a US warship in 1988 (which killed 290 people). The leader of Jibril's terrorist gang, Hafez Dalkamoni, was one of the Palestinians arrested in Operation Autumn Leaves (see O).

K

is for Kuwait
In 1990 Kuwait was invaded by Saddam Hussein. Anglo-American attitudes to the Middle East were transformed. Paul Foot and John Ashton argue that theories about Lockerbie are inextricably linked to this changing political situation. In 1989 intelligence-based evidence fitted snugly with US and British foreign policy in the Middle East. Both countries had severed relations with Syria, and the Iraq-Iran war ended in 1988 with America and Britain continuing to be hostile to Iran and supportive of Iraq. The US and British governments were content with the prime Lockerbie suspects: a Palestinian gang (see P), backed by Syria and Iran. But in 1990, the impending Anglo-American war against Iraq necessitated neutralising Iran and winning the support of Syria. Britain's diplomatic relations with Syria were duly restored in November 1990 and the Gulf war commenced in 1991. Sure enough, the credibility of intelligence theories about the Lockerbie bombing being masterminded by the Iran- and Syria-backed Palestinian gang was soon dismantled.

L

is for Libya
In November 1991, the American and British governments charged two Libyan airline officials, Abdel Basset Ali Al-Megrahi and Lamen Khalifa Fhimah, with planting the Lockerbie bomb. To justify the radical change in the investigation's focus away from the Palestinians, the US State Department said: "Fresh evidence undermined the initial theory linking the PFLP-GC (see P) to the bomb". This included evidence that the Lockerbie bomb's "sophisticated electronic timer" had been delivered from Switzerland to Libya. And, in contrast, the bombs discovered in the hands of the Palestinians in Germany (see B) had "relatively crude timers".

M

is for the Maltese connection
A series of Sunday Times investigative pieces reported that the Lockerbie bomb had first been put on a plane in Malta. The bombing had been carried out by the Palestinian group (see P), after a gang member, Abu Talb, visited Malta. He was identified by a Maltese boutique owner as the man who bought clothes later found in the bomb suitcase. A bag which ended up on Pan Am 103 was identified by a baggage handler as coming from an Air Malta flight. When a Granada TV documentary repeated the allegations, Air Malta sued Granada for libel. A hitherto unpublished document from Air Malta's lawyers demonstrated that there were no bags on the flight which went on to Pan Am 103 or 103A. Granada settled out of court.

N

is for not proven
Legally defined as "a criminal verdict, somewhere between guilty and not guilty, the consequences of which are that the accused is treated as if found not guilty". Britain and the US fear that if attention is paid to the conflicting conspiracy theories, the case against the Libyans in The Hague could only be "not proven".

O

is for Operation Autumn Leaves
Five weeks before the Palestinian warning (see I) was received, a German anti-terrorism campaign, Operation Autumn Leaves, arrested a "team of Palestinians not associated with the PLO" in possession of a bomb in a cassette recorder (see T) strikingly similar to the Lockerbie bomb. These Palestinians, including Hafez Dalkamoni (see J) and Marwan Khreesat (see B) had been arrested outside a flat in Neuss - two hours' drive from Frankfurt, from whose airport Pan Am 103's feeder flight had originated. They were released after five days because there was not enough evidence against them.

P

is for Palestinians
Operation Autumn Leaves led to the arrest of a gang associated with a splinter group of the Palestinian movement the Popular Front for the Liberation of Palestine - General Command (PFLP-GC). Was Pan Am 103 blown up by a Palestinian gang, protected by Syria and paid for by Iran?

Q

is for Queen's English
The official air accident report concludes: "The detonation of an improvised explosive device led directly to the destruction of the aircraft". If it was a bomb why wasn't it called a bomb in plain English?

R

is for red tarpaulin
On the night of the disaster teams of rescue volunteers scouring the area discovered a large object under a red tarpaulin. As they approached it, they were warned off by gunmen in the doorway of a hovering helicopter. A local farmer, Innes Graham, was also warned by US investigators to stay away from a small wooded area a few miles east of Lockerbie.

is for the Swiss circuit board
A central piece of evidence which pointed to the Libyans (see L) was a tiny fragment of a circuit board found among the Lockerbie debris. This was traced to a firm in Switzerland which exported timers to Libya. Apart from the confusion over when and where the circuit board was found (reports vary between June and November 1990), the Libyan connection to the timers is not as clear-cut as investigators have claimed. The US state department maintained that all timers from the Swiss firm had been delivered to Libya, but a BBC radio programme later proved that the firm had provided identical timers to the East German secret police, the Stasi.

is for Toshiba
The German anti-terror campaign Operation Autumn Leaves (see O) discovered a Toshiba cassette recorder packed with semtex. Pieces of a similar model of recorder had been found in the wreckage at Lockerbie.

is for US intelligence
There have been several claims that the bomb was planted on Pan Am 103 by a crack team of US intelligence agents. A Radio Forth journalist reported the claim and, within an hour, was threatened with prosecution or, bizarrely, invited to disclose his source to the Prime Minister. The Interfor report (see I) also alleged that Major Charles McKee, the head of the US intelligence team, who was travelling on the plane, was shocked by his colleagues' deal with Syrian drug smugglers and was returning on Pan Am 103 to report them. The inference was obvious - Pan Am 103 was sacrificed by the intelligence community to get rid of Major McKee. But the Interfor report was greeted with widespread scepticism.

is for Vincent Cannistraro
In the early 1990s the Lockerbie investigation shifted from the Scottish Borders to the CIA base in America. The man in charge there was Vincent Cannistraro. Mr Cannistraro had worked with Oliver North in President Reagan's National Security Council and, Paul Foot and John Ashton argue, he "specialised in the US vendetta against Libya". Mr Cannistraro was part of a secret programme to destabilise the Libyan regime which culminated in the US bombing of Libya in 1986. He retired from the CIA in September 1990 but by then had helped lay the foundations for a completely new approach to the bombing investigation, in which the chief suspect was not Iran or Syria, but Libya.

is for warning
Three days before the Helsinki threat (see H), an intelligence source in the US state department's office of diplomatic security warned that a team of Palestinians, not associated with the PLO, was targeting Pan Am airline and US military bases in Europe. The comment attached to the message read: "We cannot refute or confirm this".

is for xenophobia
In 1989 Anglo-American intelligence services and politicians widely blamed the Lockerbie bomb on a Palestinian terror group (see P), backed by Syria and Iran. In 1990, (see K) Iraq became the Anglo-American Arab enemy number one in the run-up to the Gulf war; Iran became neutral and Syrian troops joined the Allied forces. Only Libya remained adamantly aligned with Iraq. Suddenly, coincidentally, the Lockerbie bomb was blamed on the Libyans.

is for Yvonne Fletcher
PC Yvonne Fletcher was shot dead outside the Libyan embassy in London in 1984, causing diplomatic relations between Britain and Libya to be severed. The file on Yvonne Fletcher is still open and Britain continues to demand Libyan co-operation on the matter. The fairness of the trial of the two Libyan suspects could yet affect this case.

is for Zeist

Camp Zeist is the former US air base in The Hague where the two Libyans are being tried under Scottish law. But even the conviction of Abdel Basset Ali Al-Megrahi and Lamen Khalifa Fhimah seems unlikely to still the disquiet and conspiracies that continue to surround flight Pan Am 103.
