The UK Foreign and Commonwealth Office's Explanatory Memorandum on a Treaty between the United Kingdom and Libya on the Transfer of Prisoners can be read here. The treaty provides the framework for the recent Libyan Government application for the transfer of Abdelbaset Megrahi from Scotland to Libya. The decision on this application rests with the Scottish, not the UK, Government.

The only correct way that Mr. Al Megrahi can prove his innocence is via the decision from the Scottish Criminal Cases Review Commission (SCCRC) and trough the Scottish legal System!
ReplyDeleteThis is the real way (if Mr. Al Megrahi is cleared) to go back in his homeland Libya. Al-Megrahi has consistently maintained his innocence and has vowed to stay in Scotland, win his freedom through the appeal courts and clear its name.
