Christine Grahame (South of Scotland) (SNP): To ask the Scottish Executive whether it will publish any information it holds related to payments reportedly made by US authorities to key witnesses either before or after the trial of Mr Abdelbaset Ali Mohmed Al Megrahi, specifically payments to Tony Gauci, in relation to evidence he gave into the bombing of Pan Am Flight 103 over Lockerbie.

Rt Hon Elish Angiolini QC:
The only forum in which the Scottish Government or the Crown Office and Procurator Fiscal Service (COPFS) can make public any information connected to witnesses involved in the investigation and prosecution of the Lockerbie bombing is in judicial proceedings in Scotland.

Christine Grahame (South of Scotland) (SNP): To ask the Scottish Executive whether it is aware of comments by the former Lord Advocate, Lord Fraser of Carmyllie, who has stated publicly in a television interview for Dutch television in 2009 that he was not aware that the timer fragment known as PT35 was sent to the United States of America for examination by FBI officials and that he would have opposed such transportation of this fragment on the basis of concerns that it might be lost in transit or provoke accusations that it had been tampered with.

I am aware of comments reported to have been made by my predecessor, Lord Fraser of Carmyllie.

The fragment of electronic timer recovered from the wreckage of flight Pan Am 103, known as PT35, was taken to the United States of America by Scottish police officers and a British forensic scientist in June 1990 as part of the investigation into the Lockerbie bombing. The fragment remained in the custody and control of the Scottish police officers and the British forensic scientist during the visit to the United States and was subsequently identified as having come from an electronic timer manufactured by a Swiss company, MEBO, to the order of the Libyan intelligence service.

There is no evidence of any criminal act having been carried out in relation to any of the forensic evidence in the Lockerbie investigation.

    Into the documentary film "Lockerbie revisited" by producer Gideon Levy, is shown one crucial *film-sequenz from the FBI laboratory with expert Tom Thurman which bring him definitive in a Criminal Offence ! (Video sequence no.*30-23)

    VERY CRUCIALLY ! sory only in german language:

    Thurman will anhand der ersten Beweisfoto mit der Abbildung des angeblich in Lockerbie aufgefundenen (braunen) original MST-13 Timer-Fragment (PT/35) beweisen, dass das Fragment mit den nach Libyen gelieferten MST-13 Timer identisch ist.
    Dazu zeigt er eine Foto worauf ein (*grünes) MST-13 Circuit Board gezeigt wird, welches in den nach Libyen gelieferten 20 Stück
    MST-13 eingebaut waren. (*Thüring PC-Boards).

    Diese Beweisfoto hätte Thurman besser nicht gezeigt, weil die Abbildung eindeutig zeigt, dass es sich um ein MST-13 Circuit-Board handelte, welches noch nicht mit elektronischen Bauelementen bestückt war und zeigt, dass auf der Platine die Ecke noch nicht als Kurve abgetrennt war !

    Wichtig: Es beweist endgültig, dass aus diesem (grünen) MST-13 Circuit Board das DUPLICAT MST-13 (PT/35B) Fragment hergestellt wurde !
    Der Lötstützpunkt "1" wurde bereits, vor der definitiven Manipulation als Fragment (PT/35B) dermassen beschädigt, dass man meinen könnte das PC-Board sei durch eine Explosion beschädigt worden !

    Nur mit einem "grünen" MST-13 Circuit-Board (Marke Thüring) konnte man Libyen in das PanAm-103 Attentat verwickeln !
    Das angeblich originale MST-13 Fragment wurde aus einem "braunen" Prototype hergestellt, welche nicht nach Libyen geliefert wurden !

    Notices the words in the Video from ex FBI Task Force chief Richard Marquise for those it applies: If someone manipulated evidence, if somebody didn't invesitgate something that should have been investigated, if somebody twisted it to fit up up Megrahi, or Fimah or Libya, then that person will go to jail. I mean that sincerely, that person should be prosecuted for that!
    OK please Mr Marquise it stands nothing in the way, acts you now…

    In the documentary film "Lockerbie revisited" the wrong picture for the MST-13 timer fragment (PT-35) was shown. The fragment on the finger was prod. AG-145, the Toshiba radio-recorders fragment.

    Actions of Strathclyde police Inspector Keith Harrower, witness No. 261 in Kamp van Zeist concerning his examination of the first brown MST-13 timer fragment:

    On the 27th of April 1990 Harrower visited the company Siemens AG in Munich, Germany. There he meet with electronic Eng. Brosante; who examined the first "brown" MST-13 Timer-Fragment.
    Eng. Brosante saw the fragment into two parts. Afterwards it was clear for him that the first circuit board was fabricated out of a standard manufactured 8 layers fiberglass PC-board.
    NB: The green machine made MST-13 timers delivered to Libya consisted of PC-boards with 9 layers of fiberglass.

    Witness number 261, Inspector Keith Harrower, Court at Kamp van Zeist. (day 7, of June, 2000)

    Q-- Are you Keith Harrower? A-- I am, sir, yes. Q-- Are you an inspector with the Strathclyde police, based at Kirkintillock? A--As a consequence, did you then go to Germany? A-- I did so, yes. Q-- and did you go to a company by the name of Siemens AG? A-- Yes, sir. Q-- There did you meet a gentleman, Herr Brosante? A-- I did, sir, yes.

    Q-- And did Mr. or Herr Brosante have a request to make of you? A-- He did, yes.
    Q-- Was that to remove annother fragment-- or annother sample, rather--from the fragment? Q-- Would you look for me, please, at Label 419. Do you recognise that, Inspector? A-- Yes. Q-- As being? A-- That's a sample that was removed in Munich, at Siemens. Q-- and can you tell the date? A-- Yes, sir, the 27th of April 1990. Q- Thank you.

    After his visit to Siemens AG, Keith Harrower went back to Scotland and was from May 1990 on deliberately replaced by a new police officer, Det. Michael Langford-Johnson based in Glasgow. Without his knowing of already done examinations Det. Michael Langford-Johnson was ordered by Inspector William Williamson to continue fraudulent manipulations concerning the "MST-13 fragment.

    MEBO comment: To keep secret the change from a brown to a green MST-13 fragment the continuity of the examinations from Keith Harrower to Inspector Michael Langford Johnson was thus interrupted!

    Crown denies Lockerbie evidence claims (The INDEPENDENT):
    Claims by an MSP that police investigating the Lockerbie bombing failed to keep secure a key piece of evidence were denied by Crown officials today. It said the fact that fragment had been taken to Germany was known to the defence team at the trial and it was not disputed by the defence that the fragment was part of a particular type of timer. "At no time during the investigation was the timer fragment ever outside the custody and control of the Scottish police officers, or forensic scientists at the Royal Armament and Research Establishment," it said.

    MEBO say: The Solicitors at that time was unable to be seen something in context !

    Excerpts from the Court-documents at Kamp van Zeist (17th of June, 2000)
    Witness Michael Langford-Johnson, no. 118, sworn statements:

    Q- Are you Detective Inspector Michael Langford-Johnson? A- I am, sir.
    ---- Q- Inspector, did you become involved in the inquiry in relation to the Lockerbie disaster? A- I was, yes. Q- And in May of 1990, did you assist in a particular line of inquiry along with Detective Inspector Williamson? A- I did. Q- Was that into the manufacture of a small fragment of printed circuit board? A- Yes, identified as PT/35.

    Q- Thank you. And did you. And did you understand that Inspector Williamson had been conducting these inquiris for some months prior to you joining him? A- I was aware of that, yes. Q- Had he been assisted up until then by another officer, Mr. Harrower? A- I belive so, yes.

    Q- Could you have before you, please, Label Number 353 and Label Number 419. Now, is Label 353, Inspector, the fragment of the printed circuit board referred to by you as PT/35? A- Yes. And it bears my signature on it as well. Q- Thank you. Now, is Label Number 419 apparently a sample removed from that fragment? A- It is. And it bears my signature on the label again, sir. Q- Had that sample already been removed by the time you began assisting Inspector Williamson? A- It had, yes. Q- Thank you.

    Q- 419. That's the sample removed from the original fragment known as PT--. A- Correct, giving the number DP/31.--------
    Q- All right. Do you remember what color the fragment of printed circuit board itself was? A- I can't remember.

    MEBO say: Its clear Label no. 419, was the second part DP/31 from
    PT-35, that was removed from Mr. Brosante in Munich, at Siemens on 27th of April 1990.

  5. One has to wonder what good Christine Grahame thinks she is doing here. Who takes Elish Angiolini seriously? When I think of the splash her appointment caused I could vomit. Why the splash? well why because she was a woman! Big deal. When it comes to the big stuff she is every bit as likely to run with the crowd as the men, even when the truth contradicts her. She is a disrgrace to humankind, but please don't hold her up as some sort of signpost for other women because for this woman she is a waste of space.......and worse. She is a disgrace to her profession!

    sorry only a computer translation german/english:

    MEBO: We do not give PEACE, until by our exonerating and crucial evidence the Scottish Justiciary is legally valid, that Mr. Abdelbaset Al-Megrahi and Libya with the Lockerbie-Tragedy nothing have to do !
    The "Lockerbie-Affair" was a conspiracy against Libya and the responsible persons (criminal officials) sits in the USA, Scotland and Switzerland !
    (the Affaire not meant the assassination attempt on PanAm 103)

    The trial was far from fair and proper. Mr. Abdelbaset Al-Megrahi who was sentenced to life imprisonment is innocent.

    Libya paied $ 2.7billion in compensation to the families of the victims. Is that not an implicit admission of guilt?
    No, the payment has not come from the Libya government. It has been made by the 'Gaddafi International Charity and Development Foundation' at Geneve/Switzerland.
    (GICDF) is an international non-governmental organization who want an end to sanctions imposed by the United Nation and the United States against Libya.

    The LOCKERBIE-CASE is the Biggest Fraud in the History of Scotland!

    The crucial evidence for the indictement of Libya, Megrahi and Fhimah; the MST-13 timer planted in Lockerbie originates from Eng. Lumpert's handmade prototype MST-13 timer printed circuit board (PC-board) given via the Swiss police, without Bollier's knowing, to the Scottish police.

    This handmade brown coloured prototype timer circuit board was not yet operable because no electronic parts were soldered on!

    When the Scottish police noticed, after Bollier's personal interview, that they had planted a brown coloured timer (not delivered to Libya), they exchanged one part of Lumpert's MST-13 timer fragment by a fragment fabricated from a machine made green coloured Thüring board, confiscated in Zurich at Thüring.
    Thüring had delivered green coloured MST-13 timer circuit boards to MEBO which were later installed in the MST-13 timers sold to Libya. All these manipulations can be traced back and are provable beyond any doubt by MEBO, the manufacturer of MST-13 timers.

    The Lumpert Affidavit
    Ulrich Lumpert, an engineer at one time employed by MEBO in Zurich, gave evidence at the Lockerbie trial that a fragment of circuit board allegedly found amongst the aircraft debris (and which was absolutely crucial to the prosecution contention that the bomb which destroyed Pan Am 103 was linked to Libya) was part of an operative MST-13 timer manufactured by MEBO.

    In an affidavit sworn in Switzerland in July 2007 (available on the website www.lockerbie.ch) Lumpert now states that the fragment produced in court was in fact part of a non-operational demonstration circuit board that he himself had removed from the premises of MEBO and had handed over to a Lockerbie investigator on 22 June 1989 (six months AFTER the destruction of Pan Am 103).
