From Prime Minister's Questions on 2 December 2009

Q2. [303209] Mr Ben Wallace (Lancaster and Wyre) (Con): Recently revealed figures show that, since 2001, 140 inmates have been allowed to die of cancer while serving their sentences in UK jails. In the light of the Business Secretary's recent country sports activity, is there, under this Government, one rule for British inmates and another one for Libyan mass murderers?

The Prime Minister: As the hon Gentleman knows, the decision on Libya was made by the Scottish Administration. It was their decision to make; it was not our decision to make.

  1. "In the light of the Business Secretary's recent country sports activity, is there, under this Government, one rule for British inmates and another one for Libyan mass murderers?" does not deserve an answer, as it is not looking for one. It is a statement, camouflaged as a question.

    If it would need to be taken seriously, I'd suggest something like:
    "Can the 'hon Gentleman' explain what it means by 'in the light of the Business Secretary's recent country sports activity'? How does this relate to prisoner relase?

    Has the hon Genleman investigated how many of these 140 had a request for release turned down, and how procedures related to compassionate release works?"

    Etc.

    But see what the good PM does instead. Washes his hands. "It wasn't us."
