Hillary meets Musa

Mrs Clinton also met Tuesday with Libyan Foreign Minister Musa Kusa, formerly Tripoli's intelligence chief. Many US officials believe he had knowledge of the 1988 plot to blow up a US-bound airliner over Lockerbie, Scotland, which killed 270 people. Mrs. Clinton didn't raise the Lockerbie case with Mr Kusa, a US official said, but focused on US cooperation with Libya on counterterror measures and efforts to stabilize Sudan.

[From an article on the Secretary of State's Middle East tour in today's edition of The Wall Street Journal. The following excerpt from a press briefing given by State Department spokesman PJ Crowley is taken from the Still4Hill website.]

MR CROWLEY: And then she met with Foreign Minister Musa Kusa — M-u-s-a, K-u-s-a – who’s a – he’s a graduate of Michigan State University. At one point, he said, Spartans and gave a thumbs up.

QUESTION: (Off-mike.)

QUESTION: Wasn’t Musa Kusa indicted for terrorism at one point? Can you check, because was the intelligence chief before he became the foreign minister?

QUESTION: I thought he was indicted for killing Americans.

QUESTION: Were you going to tell us about this? Can I have the next question?

QUESTION: Yeah.

QUESTION: Why was this not on the schedule and why was there no photo opportunity of this?

MR. CROWLEY: The short answer is it happened almost – let me back up. I mean, we had a limited time and we had a number of potential candidates for bilats. And in some cases, there were a couple countries that we were looking at bilats. And for example, and – but the Secretary was able to have pull-asides during the GCC meeting, for example. I mean, Libya is a country that we are – we have an emerging relationship with. And we think it’s best to continue talking to them and seeing where we can continue to advance the relationship.

And that – but I mean, it was something that – this was just a – kind of like a target of opportunity where the ministers found themselves with a similar hole and they got pulled into a room and sat for about 15 minutes.

QUESTION: Did they discuss the Lockerbie bomber’s recent release back home?

MR. CROWLEY: I was in the meeting; that did not come up. They –

QUESTION: She didn’t bring it up? I mean, you guys – excuse me, sorry. I mean, you and Ian were having to brief for about 10 days straight to us. Every single day we were asking you – hammering you guys with questions about the seeming welcome parade that he got and how upset people were about that, and you guys kept saying how upset the U.S. was about that. She didn’t bring that up when she had an opportunity?

MR. CROWLEY: We didn’t bring up the tent either. (Laughter.) Sorry.

QUESTION: The tent’s a little bit less of foreign policy issue.

MR. CROWLEY: No, the – I mean, Libya has a perspective on the region. They have been very helpful and integrally involved in developments in Sudan, so we did talk about Sudan, talked about Darfur. There has been cooperation from the countries on counterterrorism. And they continue to talk about advancing our relationship. But it was about a 10- or 15-minute meeting.

QUESTION: (Inaudible.) Sorry, you just said it was only 10 or 15 minutes. Was that the first time (inaudible)?

QUESTION: (Off-mike.)

MR. CROWLEY: I’ll check.

QUESTION: (Off-mike.)

MR. CROWLEY: Yes, that’s the first time that they’ve met.

    Wer sind die Personen und Organisationen, welche sich mit Kommentaren, auf dem ehrenswerten Bloc, "The Lockerbie Case," von Professor Robert Black, tummeln? Welches sind ihre wahren Hintergründe?

    Einschätzung:

    1)> Hinterbliebene der Opfer von PanAm 103, welche durch die Lockerbie-Tragödie betroffen sind und die wahren Hintergründe und die Attentäter dieses Air-crash finden wollen.

    I am fine with PH's postings, which are kept at a reasonable level, with relevant content, even if PH clearly has a case to promote. Can you exclude the possibility that Carlsson's death might be a reason ('excuse') for UN to open an inquiry? No, it is not likely, but sometime you have to fight battles unlikely to be won.

    Let us not start a fight over minor differences in how we post here.

    Bollier is in a class of his own, the class for which board moderators are faced with an unpleasant decision they'd prefer not to have to make.

  9. Very true. Mr. Bollier is in a class of his own. (He has archived some very interesting evidence though.)

    I think Mr. Carlsson is interesting as a subset of the South African aspect. Pik Botha and a number of colleagues were booked on PA103 to go to that conference. "Inexplicably" their plane from SA missed out a scheduled stopover in Frankfurt, thus landing them at Heathrow way ahead of schedule. Botha and a couple of others were booked on PA101 which was the morning flight. The rest of the party "couldn't be accommodated" (does that mean that, unlike PA103, PA101 was full?). However, instead of just hanging around and taking up their bookings on PA103, they turned around and went back to South Africa, missing the conference.

    It seems to me that this sequence of events may suggest the South African intelligence services had specific information or warning about PA103 on 21st December, more than just the general warnings that were floating about regarding transatlantic flights in that time period. If so, where did they get that information from? (Frankovich certainly states that Botha was warned in the strongest possible terms not to get on PA103, and Botha's denials are rather in the "well, he would say that, wouldn't he?" category.)

    I think Botha's party is the real interest in that area. The possibility that Bernt Carlsson was caught in the opposite manoeuvre, deliberately delayed so that he caught the danger-flagged flight, is relatively secondary.

    Any suggestion that the primary purpose of the bombing was to assassinate Carlsson is ludicrous. Nobody deliberately chooses a plane for that purpose which his victim isn't booked on but his allies are, then pulls a series of back-flips to reverse the bookings.

    This is why I think calls for special attention to be given to Mr. Carlsson's death are pointless. First you'd have to show that there had been a warning pinpointing that specific flight, which would be an uphill job for a start, then you'd have to prove that the people who delayed him were aware of that warning and delayed him for that purpose. Frankly, in this context, that lot is tenuous to the point of irrelevance.

  10. The only public inquiry that I believe could be feasable would be an inquiry of the Maltese authorities (fx parliament or government) into the role of Malta in the Lockerbie case. Of course that could not be a strict judicial survey but would include intelligence information and political decisions as well - and, of course, interrogation of all witnesses.
    For that same reason I believe that the US and British government would do a lot to prevent such an inquiry. It is then up to the Maltese to live (or not) with the claim to have been the cradle of one of the worst criminal acts in recent history.
